About the Position: U.S. Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories and medical research organizations as well as other non-USAMRDC customers. USAMRAA also supports Army-wide projects sponsored by the Army Surgeon General, numerous congressionally mandated programs and the Defense Health Agency.
Duties
Responsible for the preparation and management of contracts to include soliciting, evaluating, negotiating and awarding contracts.
Provide expert technical leadership and consultation in contract compliance and contractor performance.
Perform Award Management functions in support of contracting operations.
Review acquisition documents and recommend changes.

Qualifications

USAMRAA also supports Army-wide projects sponsored by the Army Surgeon General, numerous congressionally mandated programs and the Defense Health Agency.
USAMRAA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band for the 1102 Series is equivalent to the GS-14 step 1 to step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Contract Specialist:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
(1) Preparing and managing solicitation and contract documents; (2) Resolving contract claims and disputes; and (3) Administering contracts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
