This position is assigned to the Family Readiness Division; Fleet and Family Support Program (FFSP) on Naval Station Mayport, FL. The primary duties of this position support efforts to prevent child abuse and domestic abuse as well as problematic sexual behaviors in children and youth, including public awareness and information and education specifically directed toward potential victims, alleged abusers, nonoffending family members, impacted and exhibiting children.

Duties

MAJOR DUTIES AND RESPONSIBILITIES I. Education and Training: 50% Provide instruction to small groups and large classes in issues related to marriage enhancement, positive parenting, anger management, stress management, communication skills, communication skills, conflict resolution, prevention and awareness of domestic abuse, child abuse, as well as problematic sexual behaviors in children and youth. Develop and facilitate briefings and classes to commands and other military agencies on, domestic abuse and child abuse as well as non-nonnative sexual behaviors in children and youth in order to promote healthy family interactions, healthy sexual development and reduce incidences of family maltreatment in accordance with direction from higher headquarters. Provide primary and secondary education and training to professionals and paraprofessionals who work with children aboard installation to include but not limited to: childcare programs, youth sports volunteers, schools, and law enforcement in accordance with Department of Defense (DoD) policy. Conducts training to commanders and senior enlisted personnel within 90 days of taking command and provides desk side briefs and training to new commanders and command team. Provides briefings about the services available to the participants of groups such as the Family Readiness Groups upon request. Conducts Reintegration Training to returning service members to educate the Sailor about the challenges faced when returning home from deployment. Facilitates sessions of classes including but not limited to: Prevention and Relationship Enhancement Program, Parenting with Love-n-Logic, Scream Free Marriage, and Scream Free Parenting. Plans, Sexual Health through Approachable Prevention and Education (SHAPE) and participates in enduring activities in support of campaigns such as Child Abuse Prevention Month Domestic Violence Awareness Month, and Teen Dating Violence Awareness Month (TDV AM). Coordinates with community agencies, in accordance with agreements for both on and off support agencies, to ensure that comprehensive victim services and training are provided through a coordinated community response to domestic abuse victims. Conduct needs assessments to identify gaps in services and improve prevention programming. Analyze installation specific data regarding non-normative sexual behaviors in children and youth, child abuse and domestic abuse to identify populations at risk, trends, and areas of improvements. II. Coordinated Community Response: 40% Participate in the Family Advocacy Committee (F AC) the policy-making, coordinating, recommending, and overseeing body for the response to child abuse, domestic abuse and problematic sexual behavior in children and youth with other agencies in accordance with the Department of Defense Instruction. Collaborate with other agencies within the "Coordinated Community Response" (CCR) framework under the F AC. Assist with the development of the CCR annual plan with specific objectives, strategies, and measurable outcomes. Collaborate with other program specialists who develop the program evaluation plan, suggests methodology, and provides guidance on handling of technical problems, and public relations issues. Establish and maintain command and military community relationships. Establish relationships with civilian organizations to improve coordination on issues related to family violence and non-normative child initiated sexual behaviors, engage in proactive outreach, and implement prevention programming. Provide outreach to promote community awareness of the dynamics of abuse, local resources, and Family Advocacy Program services. Conducts bi-annual installation scans to ensure that that military families, living on and off base have access to information about the Family Advocacy Program and that military families can access Family Advocacy Program resources from non-DoD agencies in the civilian community. III. Administrative Safety Reporting: 10% Document and record service delivery in accordance with installation procedures and higher headquarters policy. Adhere to safety regulations and standards. Use required safety equipment and observe safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Performs other duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Position requires employee to obtain and maintain eligibility for a Secret Security Clearance. An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form.
  • Due to the nature of the work, the incumbent may serve in an “on call” duty status outside of normal work hours that includes remaining ready to perform work, carrying a cell-phone and remaining in a reasonable call back radius.
  • Selective Service Registration is required for males born after 12/31/1959.

Qualifications

Two years of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Two years documented experience in a family and children's services public agency or family and children's services community organization, one year of which is in prevention, intervention, or treatment of child abuse and domestic abuse. Knowledge of the dynamics of problematic sexual behaviors in children and youth as well as domestic, interpersonal and family violence to include child abuse and neglect. Intensive practical knowledge of community resources and services, crisis intervention, and bow individuals in distress may quickly obtain the types of assistance they need. Knowledge of laws pertaining to family relationships and protection of children and adults. Not required to have formal training in aspects of law but must be knowledgeable of laws that pertain to domestic abuse and child abuse and neglect as well as non-normative sexual behaviors in children and youth. Knowledge of military organizations, missions, lifestyles, and situations which can contribute to family stress, problems and crisis situations. Ability to demonstrate skill to interact with diverse individuals during crisis situations, including persons in the medical, legal, and social service communities. Ability to express oneself orally and in writing in a professional manner, to deal with diversified groups, individuals and organizations, and to compose written reports and material clearly, concisely and effectively. Skill to develop, coordinate, recommend and review prevention and intervention plans, materials, and policies to enhance support and programming that strengthens individual and family functioning, community and command awareness of the importance of the CCR to child abuse, domestic abuse and, problematic sexual behaviors, and prepares and sustains capabilities of commanders, Active Duty service members, and military spouses for mission readiness. Experience delivering education and training using a variety of techniques and methods. Competent in developing specialized training materials with the ability to deliver effective interactive trainings and briefings. Skills in public speaking. Skills to establish and maintain effective working relationships and communicate effectively orally and in writing with service members, family members, command, military agencies, and civilian agencies. Knowledge of the military structure and environment preferred. Ability to identify trend, service gaps, and policy improvements and develop recommendations based on installation specific data, current research, and evaluation outcomes.
