About the Position: This Supervisory IT Specialist (PLCYPLN) is located at US Army Test & Evaluation Command, Electronic Proving Ground with duty location of Fort Huachuca, AZ.
Duties
Supports and oversees both administrative and test technologies and networks and modernization efforts.
Provides assistance in defining overall Information Technology (IT) architecture and requirements.
Responsible for planning, directing, coordinating, and implementing internal and external information mission area programs including automated data processing, and telecommunication.
Reviews, analyzes, and verifies feasibility of implementing a total system design which includes hardware, software, communication systems, and networks.
Defines the program objectives, determines program priorities, and initiates procedures for their accomplishment.
Directs the implementation or modification of management information systems to conform to changing research and development, maintenance control, and logistical concepts.
Supports Information Assurance certification efforts, Information Support Plan preparation in accordance with DoD Instructions and Army Regulations and service unique information management policies.
Prepares and presents justification for organization structure, manpower, and personnel requirements to accomplish assigned mission functions.
Conducts briefings for information mission area working level and management personnel to explain objectives and progress of programs.
Advises the Commander, and Directors, in the areas of on-line data systems, desktop applications, work-related Internet applications, and structured programming and analysis needed to meet user requirements.
Resolves complaints and is responsible for all disciplinary matters within the Division.
Identifies developmental and training needs of employees.
Implements Army Management Control regulations concerning information management systems, database management systems, automated data processing (ADP) systems, and source data automation equipment.
Develops, acquires, and allocates resources to accomplish mission goals and strategic objectives; responsible for formulating, justifying, and executing the budget.
Serves as the technical expert and advisor to senior leadership on matters relating to information management requirements and problem areas.
Manages the information systems architecture in relation to assigned projects.
Applies leadership and managerial skills and abilities in order to integrate varied functions in planning/implementing the information systems program.
Interviews and makes selections for subordinate positions; establishes performance criteria; provides leadership, advice and counsel on work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a Temporary Duty or business travel requirement of 25% of the time
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA form 5019-R, condition of employment for certain civilian positions identified as critical under the drug abuse testing program.
- A one year trial/probationary period may be required
- One year probationary period for supervisory position.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.

One year of specialized experience which includes: (1) Providing customer service and support by troubleshooting, analyzing, evaluating, testing, and diagnosing problems, and rendering immediate resolutions. (2) Installing operating systems, network devices, and applications. Specialized experience also demonstrates: (1) Developing and applying technical policies, including standards, protocols, and data administration techniques to effectively integrate and implement information systems. (2) Implementing Army Management Control regulations concerning information management systems, database management systems, automated data processing (ADP) systems, data communication networks, telecommunications systems, information assurance, and source data automation equipment. (3) Determining new and innovative approaches to solve Information Mission Area (IMA) problems. (4) Reviewing guidance/tasking and devising plans and methods to economically accomplish the requirement. (5) Translating broad concepts and objectives into projects and programs with specific delineation of roles for various organizational elements. (6) Gathering data to identify critical processes and steps within processes, and their sensitivity to schedules and resource constraints. (7) Supporting and overseeing both administrative and test technologies, networks, and modernization efforts. (8) Developing, acquiring, and allocating resources to accomplish mission goals and strategic objectives. (9) Formulating, justifying, and executing the budget. (10) Performing work related to T&E IT support activities, which are often indefinite and/or incomplete. (11) Demonstrating detailed knowledge of hardware and software systems, from desktop/laptop computers to user software such as the Microsoft Office application suite and other baseline applications on the SHB-A. (12) Understanding procurement actions in terms of cost/benefit analysis, and conformance with IT procurement and Portfolio Management regulations using systems such as APMS, Information Technology Approval System (ITAS), and General Fund Enterprise Business Systems (GFEBS) for IT procurement..
