About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Information Technology Directorate, Services Division, Charlottesville, VA 22911.
Duties
Serves as a Branch Chief within the Services Division of the IT Directorate
Analyzes requirements and options for assigned functional area to plan for software or equipment upgrades, product releases, user enhancements, significant operating system configuration changes or other similar major automation projects.
Using advanced computer system engineering techniques, design methods for installing and integrating new or enhanced products and processes into operating system architecture.
Develop detailed design documentation for component and interface specifications to support system design and development
Develop testing and validation procedures and documentation.
Monitors performance of systems for assigned functional area.
Develop risk mitigation strategies and cybersecurity countermeasures to address cost, performance, and security risks and to resolve vulnerabilities and recommend security changes to system or system components.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

One year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service which includes in two or more of the following: developing and evaluating Information Management (IM)/Information Technology (IT) policies and/or guidance, experience with IM/IT resource management and budget processes, or developing processes, procedures and strategies in the delivery of multi-discipline IT services required to achieve data and system integration/interoperability for systems and applications.
For this position, individuals must also have IT-related experience demonstrating each of the four competencies listed below.
