About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Serves as a Senior Technical Advisor providing staff expertise across multiple Information Technology disciplines.

Duties

Translate comprehension of current and future strategic, operational, and tactical challenges facing diverse Army MI Cloud-native and third party solutions to business development initiatives. Define and advise on the policies, procedures, and technology to help drive NGICs digital modernization/transformation of IT applications and resourcing. Inspire, motivate, and develop a high-energy team to excel through transition and change, including mitigating risks and ensuring adherence to budget, schedule, and performance standards. Provide leadership to solve problems and enable the ability to architect future technological solutions to create products and services to increase opportunities at the right time and in the right places. Participate on or chair various interagency committees, boards, or working groups. Engage and assist stakeholders in rationalization of their overall application and technology landscape through the lenses of moving to the cloud, maximizing adoption, and meeting future needs. Lead programs and projects that develop the necessary processes, systems, and skills to manage cloud migrations and ongoing operations. Implement, install, maintain, configure, and operate applications/systems/data in a virtual/cloud infrastructure. Oversee and execute cloud-focused modernization over a variety of operating systems, databases, software applications, and systems both on premise and in the cloud. Oversee multiple applications and services hosted in a multi-cloud environment and provide technical guidance. Implement security controls and security features to support and address cybersecurity challenges on PaaS and IaaS environments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain the required certifications/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, 19 Dec 05 (incorporating Change 3, January 24, 2012).
