About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Information Technology Directorate, Charlottesville, VA 22911.

Duties

Lead Information System Security Engineer (ISSE) supports a portfolio of systems development efforts and provides expert cybersecurity input to decision making processes for cloud systems. Ensures the confidentiality, integrity, and availability of systems, networks, applications and data through testing and analyzing of information systems technical security architecture and configurations. Develops system Concept of Operations (CONOP) and Security Impact Assessment (SIA) documentation for assigned systems to document assurance that information systems reliability and accessibility is developed and maintained is a secure state. Applies expert knowledge of cybersecurity architecture to inform system development efforts for cloud-based infrastructures and informs cloud-migration of physical systems as part of IT modernization efforts. Provides expert knowledge in developing and implementing security policy configurations on systems such as intrusion detection/prevention systems (IDPS), firewalls, web proxies, and other security devices and applications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

One year of specialized experience equivalent to at least the GG/GS-12 grade level in the Federal service consisting of: Cybersecurity Engineering for Cloud-based systems & architectures. Progressively responsible experience in the following area is also required: intelligence-related research, analysis, collections and/or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
