This position is within Office and Information and Technology (OI&T), End User Operations (EUO), Service Quality and Support (SQS), Operational Policy and Security. The incumbent provides oversight/leadership, leading the enterprise-wide End User Operations (EUO), Operational Policy and Security, Litigation Hold Team and is responsible for planning, developing, delivering and monitoring IT solutions to the VA.

Duties

OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. Major Duties: Provides authoritative advice and guidance and serves as Cyber Security Analyst to provide expert technical, operational, analytical and programmatic guidance to internal and external senior managers. Coordinates and leads the implementation of security programs to anticipate, assess, and minimize system vulnerabilities. Resolve integration issues related to the implementation of new systems within existing infrastructure. Primary information security subject matter expert for coordination, integration, and implementation of new technology. Analyze feasibility studies, proposals, and in-depth analyses of current requirements and forecast trends and future needs. Advise system designers and system administrators as to the consistency of proposed IT security strategies with regulatory and policy directives. Ensure that the implemented security safeguards are adequate to assure the integrity, availability and confidentiality of the information being processed, transmitted or stored consistent with the level of sensitivity of that information. Provide calculated judgments of risk and protection levels, identify responsible organizational action entities, and recommend changes to operate within stipulated levels of information security. Ensures that all managers under their supervision comply with applicable Federal Laws and agency regulations regarding Equal Employment Opportunity, Reasonable Accommodations, Alternate Dispute Resolution, and applicable Union contracts. Oversees the Litigation Hold office and supervises assigned staff. Qualifications

You may qualify based on your experience as described below. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: There are no education requirements for the GS-14 grade level. Education can not be used to substitute for experience at this level. Basic Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations AND, SPECIALIZED EXPERIENCE REQUIREMENT: In addition to the Individual Occupational Requirement (IOR), you must also meet the Specialized Experience Requirements listed in this Job Opportunity Announcement (JOA). Specialized Experience: You must possess at least one (1) year of specialized experience equivalent to the next lower level (GS-13) in Federal Service. Specialized experience is defined as experience performing work that involves ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
