This position is located in the Office of Field Operations, Regulatory Operations, Denver District. The district office is responsible for the overall management of an inspection and enforcement program involving meat, poultry, and egg products in several states.
Duties
Plans, facilitates, and coordinates, budgetary, human capital planning, and administrative support functions.
Evaluates and adjusts administrative support staff workloads and assignments, special projects, and training needs.
Provides advice and guidance on the District’s operating budget, usage of financial management systems, completion and submission of budgetary reports and data calls, procurement and purchasing, and tracking and analysis of financial expenditures.
Coordinates the work of lower-graded administrative support staff to ensure customer service standards and deliverable requirements are met, administrative activity is managed, routed, and completed in a timely fashion.
Coordinates hiring, employment, and recruitment activities including partnerships with local agencies.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration at the GS-11 grade level.)
For the GS-11 level: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that demonstrates (must demonstrate 3 of the 5) independent experience with:
Resource coordination and analysis support
Evaluating and measuring the effectiveness and efficiency of business operations
Experience using various resource databases such as Public Health Information System (PHIS), Microsoft Office Suite, Concur, WebTA, Financial Management Modernization Initiative System (FMMI), Integrated Acquisition System (IAS), National Finance Center (NFC), etc... (list not all inclusive) to research, evaluate, and analyze data
Experience communicating effectively
Experience training and/or providing guidance to staff

For the GS-12 level: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that demonstrates (must demonstrate 3 of the 5) independent experience with:
Providing resource coordination and analysis support to management officials
Applying quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of business operations in areas such as staffing and budget
Experience using various resource databases such as Public Health Information System (PHIS), Microsoft Office Suite, Concur, WebTA, Financial Management Modernization Initiative System (FMMI), Integrated Acquisition System (IAS), National Finance Center (NFC), etc... (list not all inclusive) to research, evaluate, and analyze data
Experience effectively communicating, both orally and in writing, with higher level staff members, Agency officials, union officials, and other customers both internal and external
Coordinating hiring, employment, and recruiting activities

Education
Applicants can also qualify at the GS-11 level via directly related education in one of the ways listed below:-
- Ph.D. or equivalent doctoral degree; or
- 3 full years of progressively higher education leading to such a degree; or
- LL.M., if related
