You will serve as a Program Analyst in the Naval Nuclear Propulsion Program (NNPP), Naval Reactors Laboratory Field Office (NRLFO) of NAVSEA HQ FIELD SUPPORT.

Duties
You will review and evaluate prime contractor’s performance and apply authoritative knowledge of a variety of qualitative and quantitative program assessment methods, concepts, and principles to evaluate prime contractor performance.
You will perform detailed analyses of prime contractor’s work methods and procedures, resources, planning and scheduling for future work, quality control systems, and other aspects to determine prime contractor’s ability to meet NNPP needs.
You will review prime contractor's technical and production reports.
You will attend prime contractors’ internally scheduled meetings.
You will coordinate and evaluate input from subject matter experts and program managers and their respective staff on the development of detailed program plans, documents and associated budget estimates and technical requirements.
You will provide technical and programmatic guidance and direction to personnel and the prime contractor in accomplishing work.
You will conclude review by preparing formal written reports to prime contractor management with conclusions and requests for corrective action, or as appropriate, by discussing and resolving problems directly with prime contractor management.
You will provide direct feedback and perspective on prime contractor performance to the NRLFO management, Manager Assistant Naval Sea Systems Command Technical Representative (ANSTR), and NNPP headquarters on assigned areas of oversight.
You will plan and initiate actions to obtain effective use of resources, and to ensure completion of program and projects as scheduled, scoped, and funded.
You will lead the development of goals, objectives, and strategic plans which define long-term emphasis and focus of the program.
You will serve as the lead for oversight of work performed by at least one prime contractor department of activity including development, engineering, testing, procurement, and quality assurance.
You will provide NNPP management objectively based information for making decisions on the administrative and programmatic aspects of NNPP operations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the BR-03 Band Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, BR-02 (GS-12 Equivalent), in the Federal service or equivalent experience in the private or public sector evaluating contractor performance, progress, or operations to develop strategies, solutions, or corrective actions for resolving compliance issues with established program, project, or quality control requirements.
For the BR-02 Band Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, BR-01 (GS-07 Equivalent), in the Federal service or equivalent experience in the private or public sector performing analysis of contractor work methods, performance, processes, or procedures to report on contractor compliance with established program, project, or quality control requirements.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the BR-02 Band Level Only
- successful completion of a master's or equivalent graduate degree; -OR-
- successful completion of two full years of progressively higher graduate level education leading to a master's degree; -OR-
- obtained an LL.B. or J.D. that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
