The primary purpose of this position is: To serve as the Executive Dining and Protocol Manager for Headquarters United States Central Command (USCENTCOM), Protocol Office. Primary focus of this position is the effective preparing, planning, organizing, communicating, controlling, directing, and executing of the protocol & culinary programs for USCENTCOM Commander.
Duties
Leads planning and preparation for, and execution of all executive culinary requirements supporting events hosted by the USCENTCOM Commander, Deputy Commander, Chief of Staff, and Senior Enlisted Leader, to include conferences, receptions, socials, ceremonies, as well as luncheons with distinguished visitors.
Coordinates the effective planning, organizing, communicating, controlling and directing of assigned visits to Headquarters USCENTCOM by foreign dignitaries, members of Congress, Professional Staffers, General and Flag Officers, and civilian equivalents.
Participates with the Command Protocol Director in the exercise of supervisory military personnel management responsibilities.
Personally, meets and greets high-ranking dignitaries on their arrival and accompanies them through various phases of their visit ensuring they are accorded all honors and courtesies due to individuals of their rank/status.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmed view point to ensure overall information protection requirements meet mission requirements.

- Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
- or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety.
- Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
- The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- Position may be required to work overtime and on weekends and holidays. depending on the distinguished visitor travel and foreign dignitary travel and visit.
- Required to perform TDYs of varying duration to other military installations. Travel in and out of CONUS to include foreign countries in support of planning and execution of protocol missions.
- Incumbent must maintain a Food Service Handler Card to plan and oversee the preparation of meals for the USCENTCOM Commander and all dignitaries.
- The incumbent is expected to be responsive to frequently changing priorities and resources levels, simultaneous high priority assignments, and stressful, sensitive assignments.
- Required to work flexible duty hours. Must be physically capable of working long hours for extended periods under pressure for special requirements.
- This position is a TERM NTE 13 months.
- Severance pay is not authorized - A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Comprehensive knowledge of Department of Defense (DoD), USCENTCOM, and international protocol policies and procedures, doctrine, and military traditions to coordinate and conduct protocol activities; Comprehensive knowledge of culinary concepts, regulation, procedures and methods, food service laws, regulations and safety concerns in planning meals and preparing food service products; Knowledge of planning, organizing, and coordinating itineraries for senior officers, government officials, and foreign dignitaries, senior officials of industry, to include: CEOs, local, state, and federal-elected officials to include members of Congress and their senior staff.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the methods, practices, and techniques of protocol sufficient to function as technical authority and to develop and execute protocol requirements.
2. Knowledge and understanding of Department of Defense (DoD) structure, organization, Mission, and doctrine and military traditions to conduct and coordinate protocol activities.
3. Knowledge of culinary concepts, regulations, methods, food service laws, and safety concerns in planning meals and preparing food service activities.
4. Skill and ability to communicate effectively, both orally and in writing to effectively communicate to a variety of individuals and groups in explaining the program and its objectives and policies. to obtain the cooperation of others, maintain security of sensitive information, and to conduct and coordinate protocol activities for a Combatant Command.
5. Ability to effectively plan, organize, and coordinate itineraries for senior officers, government officials and foreign dignitaries; senior officials of industry, to include CEOs, local, state, and federal-elected officials, to include members of Congress and their staff.
6. Ability to apply strong leadership skills, lead a diverse team to identify problems, formulate alternatives, select a course of action and implement a solution.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
