About the Position: Serve as a Construction Management Specialist assigned to the Office Engineering section or Resident/Area Office. The incumbent has responsibility for performing many office engineering and business management duties in support of the construction management operation.

Duties
Assists the Resident/Area Engineer by overseeing the formulation and submission of the operating budget and annual construction placement projections for the Resident/Area office.
Coordinates with District level elements to approve initial and subsequent requests for funding and provides justifications for all needs forecasted.
Oversees the execution of approved Resident/Area Office budget by monitoring accounting data of expenditures generated by operating programs to detect variances.
Collaborates with the Resident/Area Engineer in the planning, scheduling, and monitoring of construction placement for the Resident/Area Office to help assure adequacy, timeliness, and proper allocation of resources.
Serves as the Resident/Area office leader in the transfer of constructed real property to the DPW through the use of the DD1354 documents and prepares DD 1354's and other closeout documents.
Prepares documentation and utilizes computer applications to support construction contract modifications for the construction branch.
Assists the Resident/Area Engineer in the areas of business management and administration.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

- This position has a Temporary Duty (TDY) or business travel requirement of 18% of the time.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-7: one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports.
OR
Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Clerical, Administrative, or Business management. (Note: You must attach a copy of your transcripts.)
OR
Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above.
Specialized Experience GS-9: one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports, purchasing, government property, human resources issues, new employee orientation.
OR
Successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree , in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Clerical, Administrative, or Business management. . (Note: You must attach a copy of your transcripts.)
OR
Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Specialized Experience GS-11: One year of specialized experience which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports, purchasing, government property, human resources issues, new employee orientation; Collaborates with the Resident/Area Engineer in the planning, scheduling, and monitoring of construction placement for the Resident/Area Office to help assure adequacy, timeliness, and proper allocation of the FTE manpower, material, and financial resources. Supports the Resident/Area Engineer in performing Office Engineering functions including documentation of construction contract modifications, analyzing government cost estimates and contractor's proposal. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Construction Management, Business Administration, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
