This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia.
Duties
The primary purpose of this position is to function as an Acquisition Project Manager responsible for matters related to the planning and implementation of comprehensive acquisition programs delivering capabilities that are critical to the success of the Federal Protective Service's (FPS) operations.
Duties performed:
Leads the preparation and implementation of project plans and acquisition strategies related to the development, testing, and deployment of FPS IT and Communications systems and capabilities supporting business and law enforcement operations.
Executes project plans in accordance with acquisition policy, including the Acquisition Lifecycle Framework.
Establishes program performance metrics and manages project execution within the approved cost, schedule, and technical performance baseline.
Identifies and manages programmatic and technical risks, reporting status and adverse trends to senior leadership and key stakeholders.
Leads and participates in cross-functional Integrated Project Teams (IPTs) responsible for the acquisition, development, and deployment of FPS IT or Communications systems and capabilities.
Qualifications

Specialized Experience:
GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
Coordinating projects and/or studies aimed at improving program operations;
Composing written reports, which document findings of assessments, analyses and/or evaluations
Overseeing activities and operations related to the acquisition lifecycle framework to ensure quality deliverables; AND
Providing advice and guidance regarding acquisition matters.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Certificates and/or Training Requirements: Incumbent must have and maintain a Federal Acquisition Certification Project/Program Management (FAC-P/PM) Level II certification and a FAC-COR Level II certification or be able to obtain the certifications within 12 months. The position may also require DHS' IT Specialization if assigned to an IT or Mixed Program.
