The Health System Specialist (HSS) is located in the Office of the Director at the James H. Quillen VA Medical Center. The HSS provides staff support to the Office of the Associate Director and is a key member of the management team. The responsibility of the incumbent is to carry out various assignments of a comprehensive nature designed to assist the Office of the Director in directing and evaluating the effectiveness of numerous programs and activities.

At the full performance level, the incumbent serves as the Health System Specialist for the Associate Director. He/She has authority over and responsibility for the daily operation of activities taking place within the Associate Directors Service Line and is accountable for consistency and standards of delivery within the service line. This includes guidance and oversight in the policy development, evaluation, improvement and oversight of financial regulations, fiscal requirements, established standards of healthcare delivery and management of healthcare concepts and practice. This position facilitates the active and complex interactions necessary for the smooth delivery of the many aspects of health care operations. The core duties of this position include but are not limited to:
Identifies and resolves management issues within the service line.
Participates in day-to-day policy making as well as in long-range planning and development of strategic plans, goals and objectives.
Applies the specialized principles and practices of healthcare management in directing or supporting a health care system.
Provides full staff assistance on administrative matters affecting operation of a VA medical center or health care system.
Advises on matters related to planning, development, direction and evaluation.
Serves as a key member of the leadership team and participates in executive leadership discussions, decisions, and policy development.
Provides program direction to other managers at the facility.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Directs and assists leadership in management analyses and development of reports pertaining to program plans, development operations and assessment of any planning phase of the Healthcare System's activities.
Formulates and develops management policies, standard operating procedures, protocols, and standard work.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting analytical studies on operational processes, issue topics, or related special projects; possessing experience with recruitment/selection of VA staff and working knowledge of HR programs (HR Smart/MSS & e-performance); tracking both routine and uncommon deadlines to ensure timely submission of responses and actions; managing budgets and fund control points for expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, and equipment; working closely with senior management and others in reviewing, evaluating, interpreting, and implementing policies and directives; reviewing program effectiveness and communicating findings to Executive Leadership; possessing experience with change management and/or lean performance improvement; independently investigating complex issues, analyzing problems, and presenting both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system.
