The position is located in the Office of the Chief of Staff of the James H. Quillen VA Medical Center (JHQVAMC). The incumbent is the Administrator for Clinical Operations reporting to the Chief of Staff (COS). The incumbent is responsible to the COS for providing full staff assistance in order to further the availability of the COS for unique medical responsibilities in the areas of patient care, medical education, and research.
Duties
The role of the incumbent is directed toward assisting and advising the Chief of Staff in achieving a balanced operation of the allied health services and the patient care services of the Medical Center with maximum utilization of manpower, space, and funds. The incumbent assists in managing the administrative affairs of the services, including the management and oversight of the Medical Staff office and part-time Physician program. The incumbent acts as a personnel management expert and advises the Chief of Staff, Deputy Chief of Staff, and Clinical Service Chiefs on all aspects of personnel management activities.
The incumbent makes recommendations relating to various personnel policy issues and provides advice at a high healthcare system level on personnel management matters and problems. Maintains continuous liaison with the Office of Human Resources in areas of personnel recruiting, retention, promotion, training, equal opportunity employment, disciplinary action, performance evaluations, etc. Assists the managers and supervisors and keeps them informed of any potential problem areas requiring their attention. Makes every effort to solve problem situations before they become significant problems. On own initiative, conducts studies and makes recommendations on various administrative and management functions. Develops systems and methods for tracking, managing, and reporting. Interprets human resources regulatory, policy, and procedural requirements.
Utilizes budget estimates prepared by service-level staff to determine base resource levels in the many clinical areas. Reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes, both programmatically and fiscally. Develops and analyzes program reports, financial statements and other accounting data, correlating and verifying information. Reviews correspondence for technical and substantive compliance with management and department policies. Analyzes communications on the most controversial, politically sensitive, complex or far-reaching matters to assure compliance with executive office and Veterans Integrated Service Network (VISN) policy. Gathers background information, ascertains various positions on issues raised, clarifies policy questions up and down the managerial chain.
Functions as a team leader or has overall project responsibility as the primary organizational or project representative for clinical healthcare system studies of extensive scope and duration to redistribute the workforce, positions, and organizations to comply with legislative or regulatory changes impacting the healthcare system's mission. Techniques of analysis are of a complex nature, and the incumbent may be called upon to train team members in the techniques.
Analyzes management techniques, processes, and styles for improving organizational effectiveness. Analyzes facility-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management. Various analytic techniques are used, many of a complex nature.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

BASIC REQUIREMENTS: Individual Occupational Requirements:
1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience is described as Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities.
