The Health System Specialist (HSS) is located in the Office of the Director at the James H. Quillen VA Medical Center. The HSS provides staff support to the Office of the Director and is a key member of the management team.

Duties
The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The responsibility of the incumbent is to carry out various assignments of a comprehensive nature designed to assist the Office of the Director in directing and evaluating the effectiveness of numerous programs and activities. The core duties of this position include but are not limited to:
Establishes and maintains good working relationships with professional staff and other senior management level officials.
Coordinates and interacts with complex organizational relationships inherent at highly affiliated medical centers with a wide array of medical specialists in most all health care disciplines.
Recommends solutions and supervises the implementation of the solutions once they are approved.
Assesses issues that affect multiple organizational units in both administrative and clinical areas and develops recommendations to address problems.
Coordinates the efforts of multiple health care services in supporting the delivery of patient care.
Consults or advises clinical and administrative staff in the development, analysis and coordination of resource requests to include staff, space, and equipment.
Analyzes or makes recommendations on problems relating to manpower requirements, space and equipment utilization, organizational alignment and/or other areas of concern.
Makes recommendations to financial policies and/or regulations which affect the accomplishment of program objectives.
Participates in top management discussions, decisions and policy making in a healthcare facility.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. LATE SUBMISSIONS WILL NOT BE ACCEPTED.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program that included a formal individualized training plan that was conducted in an operating health care system. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

GS-13 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Conducting analytical studies on operational processes, issue topics, or related special projects.
Possessing experience with recruitment/selection of VA staff and working knowledge of HR programs (HR Smart/MSS & e-performance).
Tracking both routine and uncommon deadlines to ensure timely submission of responses and actions.
Managing budgets and fund control points for expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, and equipment; working closely with senior management and others in reviewing, evaluating, interpreting, and implementing policies and directives.
Reviewing program effectiveness and communicating findings to Executive Leadership.
Possessing experience with change management and/or lean performance improvement.
Independently investigating complex issues, analyzing problems, and presenting both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system.

PHYSICAL REQUIREMENTS: This position is stressful due to the type of work involved. This is not a sedentary position. It requires walking from building to building across a large campus with some physical exertion such as lifting. Occasional use of automobile and public conveyance may be required.
