This position is part of the WAPA-DSW-Desert Southwest. As a Public Utilities Specialist (Contracts & Energy Services), you will perform developmental tasks that will lead to the full performance of developing, negotiating and administration of contracts.
**This is not a remote position. The selectee will be required to be physically present at Phoenix, AZ duty location.**

As a Public Utilities Specialist (Contracts & Energy Services) at the full performance level, you will:
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level or pay band in the Federal service.
To qualify for the GS-9:
Your resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service or equivalent experience in the private or sector and must include all of the following:
Experience in maintaining records, filing, conduct research, prepare documents, and gather data for preparing status reports for legal documents.
Experience in one of the following: (a)editing, (b)proof reading, or (c)reviewing contractual agreements.
Experience in drafting, reading and writing informational, explanatory, or narrative documents.
Detail oriented, contract knowledge, familiar with regulation and policies.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION: A combination of specialized experience and higher level graduate education and together meet the qualifications for this position.
To qualify for the GS-11:
Your resume must demonstrate at least one year (52 weeks) of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service or equivalent experience in the private or sector and must include at least three of the following:
Experience in the development, negotiation, and administration of contracts or agreements that involve the ability to write binding technical documents between parties.
Experience multi-tasking on several types of contractual projects that involve researching, analyzing, and writing technical documents, and demonstrates positive written and verbal customers service experience.
Experience researching a variety of legal subjects, procedures. and methods related to the utility industry.
Assist staff as needed in understanding the development of unique and complex power marketing contracts in which contractual precedents or existing policy may not exist.
OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION: A combination of specialized experience and higher level graduate education and together meet the qualifications for this position.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
