You will serve as a Financial Management Analyst in the Financial Operations and Systems of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will interpret and analyze complex legislation, policy and regulatory decisions for application to Navy Enterprise Resource Planning (NERP) system and associated feeder systems. You will ensure NERP processes are in compliance with DoD/DON Financial policy and regulations. You will use knowledge and expertise of NAVFAC business, business rules, processes and practices and work to facilitate/support successful migration to NERP system. You will participate in various BSO52 Business Process Working Groups, providing NAVFAC perspective, specific information and technical opinion. You will coordinate data cleansing and suspense clearing efforts with FM divisions and other parties, both internal and external (directorates, LANT, HQ, DFAS, etc). You will coordinate NERP migration/transition data validation efforts, actions, data calls, etc. You will perform NERP system configuration and table updates, coordinating with applicable parties to collect required data and relay impact to current financial operating processes. You will perform reconciliation, identify and investigate system issues for root cause and initiate remedial actions to correct issues. You will perform NERP User Systems access administration for the command. You will provide technical advice and guidance on NERP system capabilities and usage, field questions, draft responses, proposals, and briefs. You will develop and deliver NERP user training to the command users, create financial reports from various automated financial systems to extract, compile and perform analysis of Labor and Payroll data to ensure reconciliation. You will Work with Data Analytic team, FM divisions, and other parties within the command to design, develop and maintain Execution Reports and various metrics using financial data from NERP, Advana/Jupiter, DCAS, etc.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishments of priority work without adverse effect on regular and recurring work; 2) Utilize integrated federal management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity; 3) Analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations; and 4) Prepare various financial reports, justifications, charts, graphs, statistical and narrative data, ect. For top-level presentations and briefings to improve operations, correct deficiencies, and prevent recurrent of problems.
