You will serve as a Supervisory Financial Management Analyst in the Financial Management Office-N8 of COMNAVREG SE JAX.

Duties

You will assist the Comptroller in the formulation of broad regional budget estimates necessary to support a myriad of plans, programs and activities at Installations located throughout the southeastern United States and Caribbean. You will present and defend budgetary control requirements to senior officials. You will evaluate budget requests, controls and reporting of obligations and expenditures. You will brief senior managers on budget execution and provide recommendations to correct program variances or resolve complex program areas required to support all operational requirements while complying with all accountability requirements. You will direct continuing program execution reviews, analysis and appraisal of the major financial operating and support programs. You will ensure day to day operations of financial management are on track. You will provide administrative and technical oversight and supervision to Supervisory Financial Management Analysts and Financial Management Analysts that oversee CNRSE Financial Management functions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: 1) Formulate budget to implement program objectives of the organization; 2) Advise personnel on financial management programs, policies and procedures; 3) Interpreting financial regulations to determine impact on organizational programs; and 4) Present and defend budgetary controls requirements to senior officials.
