This position is located in OPM Human Resources, Operations Division. The incumbent will supervise a team of HR Specialists who provide a full range of human resources consulting and operational services to assigned OPM organizational components.
Duties
Oversee a group of employees responsible for facilitating the recruitment and staffing for OPM Organizations.
Provide position management services to OPM executives and managers, advising on organizational structuring and reorganizations.
Ensure that OPM has the automated systems it needs to support the hiring process to include the management of updates for USA Staffing, USA Jobs, Onboarding Manager.
Implement staffing policies and programs, including merit promotion, delegated examining, excepted service hiring, position classification, onboarding and records management.
Qualifications
Applicants must have one year of specialized experience equivalent to the GS-13 level providing expert advice, consultation and operational support regarding federal recruitment and placement, classification, pay setting, recruitment/retention flexibilities, hiring authorities, personnel action processing, using automated recruitment tools as well as guiding other team members in solving difficult and complex HR issues.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
