Duties

WHAT IS THE HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Strategy Customer Relations The following are the duties of this position at the full working level. Lead and manage end-to-end transformation projects, including planning, execution, and monitoring of progress. Identify areas for improvement and developing strategies to optimize processes. Collaborate with cross-functional teams to drive change and ensure successful implementation of transformation initiatives. Design and implement change management strategies to ensure smooth adoption of new processes and systems across the organization. Develop and manage comprehensive project plans, including timelines, milestones, risk assessments. Independently lead projects or tracks within of the scope of work or programs; scope the project & work streams. Understand the overall program to manage scope and dependencies. Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts business reviews of the office, serves on task forces or study groups, and performs independent analysis on headquarters or service-wide program operations. Assignments are focused on business process change, including coordination of modernization with information technology as well as non-technical issues which support or are impacted by process improvements. Prepares agency directives, memoranda, Service wide policy statements, and other written guidelines and recommendations relating to the project, collaborating closely with HCO policy and compliance, communicating to customers, and monitor compliance as appropriate. Ensures compliance with overarching policies established by IRS, Treasury, OPM, and Executive Orders. Program areas often cross functional lines and require incumbent to integrate strategic planning issues such as streamlining and improving personnel system structure, rules, and processes; providing for far-reaching change management throughout the IRS work force; benchmarking and evaluating progress and results; persuading senior officials to find common ground and accept controversial proposals. Formulates polices and strategies to drive business adoption of the multiple and various service wide payroll, orientation, and benefits programs and personnel systems; influences the delivery of incremental deployments; and ensures service-wide collaboration with business and information technology organizations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-13) in the Federal service. To be qualifying, your experience must demonstrate a comprehensive knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and applying such knowledge including providing advice and developing solutions/interventions on complex service-wide human resources-related programs and issues. Experience managing multiple assignments that require a wide range of management and program oversight and analytical skills, assisting with designing and/or conducting comprehensive HRM studies and projects and assessing and improving program effectiveness. Experience with consultation skills including influencing and negotiating; interpreting complex legislative, regulatory, and policy guidance; presenting findings and delivering briefings; leading and collaborating with others, and experience with written communication skills including drafting policy documents, project papers, instructional materials, and/or other substantive material for use by others. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
