As a Supervisory Field Examiner (Assistant Fiduciary Hub Manager) you will be under the administrative supervision of the Regional Office Director, the Assistant Fiduciary Hub Manager has full responsibility for the operation of the Fiduciary Hub in the states of jurisdiction. The Assistant Fiduciary Hub Manger directs the Fiduciary Program that performs technical, administrative, investigative, and professional work.
Duties
Under the administrative supervision of the Regional Office Director, the Assistant Fiduciary Hub Manager has full responsibility for the operation of the Fiduciary Hub in the states of jurisdiction. The Assistant Fiduciary Hub Manger directs the Fiduciary Program that performs technical, administrative, investigative, and professional work. The incumbent must maintain the highest technical and professional authority in the area of difficult and complex fiduciary issues to make final decisions or commit the Federal Government to unusual liability. Without a rating of financial incompetence, the Assistant Fid Hub Manager can appoint a temporary fiduciary without completion of due process depending on seriousness of the situation or circumstances regarding the welfare of the beneficiary. The incumbent is responsible within the framework of broad policies established by VA Central Office for implementing the law, policies, and procedures by means of supplemental directives, interpretations, and procedural instruction; resolving and making final determinations on questions-of interpretation of regulations, precedent decisions, instructions, and other controlling guidelines; providing for uniform understanding through training conferences, informal discussions, and instructional memorandum. Responsible for all decisions made in the administration of the Fiduciary program under the Hub's jurisdiction, and personally decides in the most difficult and complex cases, such as those involving questions of Jurisdiction, alleged fraud, admissibility of evidence and conflict of laws, reconciling divergent opinions, and cases involving misuse of funds.
The Assistant Fiduciary Hub Manager oversees and manages the expansive and multifaceted fiduciary program through a team of supervisors. The Fiduciary Hub is comprised of administrative, technical, and clerical staff members ranging in grades from GS-05 to GS-13.
The Assistant Fiduciary Hub Manager oversees the conduct of field investigations for fiduciary matters. Determines fiduciary arrangements that range from court-appointed guardianship to VA appointed federal fiduciaries. Approves supervised direct pay when appropriate. Ensures proper assessment of the beneficiaries living situation, welfare, and needs in preparation for appointment of appropriate fiduciary. Provides estate supervision to protect assets from loss or diversion.
Responsible for ensuring the veterans across the multi-state Jurisdiction are in receipt of the full range of VA benefits to which they are entitled and other related benefits, to Include Federal, State, and local assistance programs.
The incumbent oversees the investigations into the misuse of veterans' and beneficiaries' funds that can amount to hundreds of thousands of dollars and encompass multiple veterans serviced by corporate fiduciaries. Works closely with Regional Counsel and Office of Inspector General as appropriate. Cases may result in liability of the Secretary (i.e., in misuse cases, the payee may be negligent, but if VA's oversight is deemed negligent, the agency head can be held responsible to make the-Veteran whole which means VA would need to restore any funds misused by the payee).
Recommends removal of fiduciaries to State court, if necessary, when misconduct or misuse are determined. Works to ensure debt Is properly assigned and funds are collected as appropriate.
Oversight responsibilities for ensuring onsite reviews of all appropriate fiduciaries to determine if payee is satisfactorily performing duties, defer potential misuse, conduct training and reinforce VA principles, and maintain open communication with third parties that have responsibility for large number of veterans or are responsible for annual benefits totaling in excess of $50,000.
Responsible for coordinating with other Federal, State and local agencies, Courts, Office of Inspector General, VAMCs, SSA's etc. In each state severed by the hub to ensure veterans and beneficiaries are protected and cared for by appointing bonded fiduciaries, scheduling field examinations for initial appointments and fid bens or follow-up examinations.
Responsible for the establishment and control of all Principle Guardianship Files (PGF), whether a paper PGF or e-file currently in Virtual VA). Constant review must be made to ensure that all material is properly captured in the system. The Hub Manager is also responsible for the Management of the imaging filing system and the accuracy of folder location.

Responsible for the control of interviews of persons who visit the Hub, telephone the Hub, or e-mail the Hub to ensure everyone is provided appropriate information, the proper advice and assistance concerning matters within the scope of the Fiduciary Program. He/she is responsible for corresponding with persons who make general inquiries (written, by telephone, or in person) to the Hub concerning fiduciary issues and is responsible for establishing both short-term and long-range goals in an effort to make continuous improvements in the area of customer service. He/she must be thoroughly familiar with the station's customer service policies with both telephone and personal interviews.

Specialized Experience for GS-14: To qualify for the Field Examiner, GS-1801-14 position, you must have at least one 1 year (52 weeks) of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as work that involves: Experience that provided a comprehensive knowledge of the complex laws, rules, and regulations pertaining to veterans' benefits entitlements and VA Fiduciary programs. In addition, applicants must demonstrate the ability to plan, assign, and review work, and supervise, coach, and mentor others.
Time-in-grade for GS-14
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).
