As a Supervisory Field Examiner (Fiduciary Coach) you will be responsible for ensuring that all rating decisions, awards, field examinations, accountings, fund usage reviews, and misuse determinations are processed as expeditiously as possible to assess the competence, adjustment, and personal welfare of beneficiaries and protect a beneficiary's assets from loss or diversion.
Duties
Plans, directs and assigns work priorities for his/her subordinates, generally a work team consisting of 6-20 administrative
employees ranging from GS-05 to GS-12.
Maintain the highest technical and professional authority in the area of difficult and complex fiduciary issues to make final decisions or commit the Federal Government to unusual liability.
Responsible within the framework of broad policies established by VA Central Office for implementing the law, policies, and procedures by means of supplemental directives, interpretations, and procedural instruction.
Resolving and making final determinations on questions of interpretation of regulations, precedent decisions, instructions, and other controlling guidelines.
Providing uniform understanding through training conferences, informal discussions, and instructional memoranda.

Specialized Experience for GS-13: To qualify for the Supervisory Field Examiner, GS-1801-13 position, you must have at least one 1 year (52 weeks) of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as work that involves: Coaching, counseling, or training employees; Planning, assigning, and reviewing work of subordinates with authority over the work product; Researching laws, regulations, and Federal legislation in applying full range of Veterans' benefits programs to assist Veterans, their beneficiaries, and representatives; Effective written communication to audiences of various backgrounds.
Time-in-grade for GS-13
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.
