This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Management, Office of the Chief Information Officer, Information and Process Management Division, at the U.S. Agency for International Development (USAID).
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
Duties
Supervises a group of employees performing work at the GS-9 through GS-15 levels. Performs administrative and technical supervision necessary for accomplishing the work of the unit.
Employs change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.
Oversees the development and implementation of IT architecture, infrastructure, and systems integration to align agency practices with government and internal regulations and policies, ensuring compliance across all enterprise-wide systems.
Determines the appropriate products/services with stakeholder clients to define the project scope, requirements, and deliverables. Manages resources and monitors their output to mitigate risks. Take immediate corrective action when problems arise.
Integrates configuration management, IT architecture, infrastructure design, systems integration, and testing into project plans. Ensures alignment with Agency enterprise architecture and considers future requirements.
Participates in major agency-wide IT policy development efforts. Coordinates policy dissemination, manages IT policy maintenance, and develops mechanisms to measure IT policy effectiveness and compliance.
Requirements

- Must be able to obtain and maintain a Secret clearance.

- You may be required to serve a one year probationary period.
- You may be required to serve a one year Supervisory probationary period.
- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Basic Requirement:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:GS-15: In addition to the basic requirement, you MUST have one year of specialized experience which includes a) Managing multiple high-impact information technology (IT) projects with responsibility for strategic planning, and resource allocation to maintain successful project delivery; b) Developing comprehensive information technology programs, to ensure compliance with relevant policies, standards, and regulations; c) Leading the design and implementation of IT governance frameworks to ensure alignment with organizational goals and regulatory requirements; AND, d) Implementing organizational IT policies, to ensure compliance with federal regulations and industry best practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
