THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number NGD1105000 and is part of the TN ARMY Army National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).

Duties

As an Human Resource Specialist Military(Title 32), GS-0201-09, you will serve as an advisor to commanders on assigned unit human resources (HR) program. Responsible for and oversee the direction of the EPM/OPM or Incentive program and functions as the technical expert. Notify units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Accomplish and oversee the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. Perform other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.

Qualifications

Military Grades: E-3 through E-6 GENERAL EXPERIENCE- Experience gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE - 24 months specialized experience of training or at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs? Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Experience in human resources programs related to Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.
