This National Guard position is for a HR SPEC (EMPLOYEE RELATIONS/EMPLOYEE BENEFITS) (TITLE 5), Position Description Number NGT5018000 and is part of the TN 118th WING National Guard.

Duties
As a HR Specialist (EMPLOYEE RELATIONS/EMPLOYEE BENEFITS), GS-0201-12, you will be responsible for administration of the Federal employee benefits and retirement programs. Provides Advisory Services. Administers the Voluntary Leave Transfer Program ensuring that announcements for eligible leave recipients are disseminated to all employees; reviewing donor applications and checking that all required documents are attached; having donor applications approved; and sending donor packages to payroll for processing. Assists the HRO Federal Employee Compensation Act (FECA) program manager in administering the National Guard Technician Office of Workers' Compensation Program (OWCP) FECA program.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
Qualifications
GENERAL EXPERIENCE: Experience, knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled; progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to evaluate and determine the appropriate National Guard Bureau Employee Relations & Benefits policies and programs for national use throughout the Army and Air National Guard
SPECIALIZED EXPERIENCE: Must have 36 months or 1 year at the next lower level specialized experience, knowledge and skill of a wide range of employee relations & benefits concepts, practices, laws, regulations, policies and practices as well as analytical skills sufficient to interpret laws, regulations, etc. for applicability to issues occurring within NGB; experience evaluating and determining the appropriate National Guard Bureau Employee Relations & Benefits policies and programs for national use throughout the Army and Air National Guard; experience, knowledge and skill that provide comprehensive HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices in assigned programs such as Federal Employees Group Life Insurance (FEGLI) and Federal Employees Health Benefits (FEHB) programs; experience in providing technical support on employee benefits covering the following areas: Federal Employee Health Benefits; Federal Employee Group Life Insurance; Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS), Thrift Savings Plan (TSP); death benefits; and the Voluntary Leave Transfer Program and Employee Benefits Information System (EBIS); experience resolving or advising on complex problems and issues that typically require analyzing and/or troubleshooting a wide range of unusual conditions; experience, knowledge and skill as a liaison with ABC-C to assist employees with their retirement applications, to resolve problems, to include contact with the Office of Personnel Management (OPM) Retirement and Insurance Group, the DOD Field Advisory Services, Defense Finance and Accounting Services (DFAS), the Federal Thrift Investment Board, and other government agencies chartered to manage and administer the Federal benefits programs.
