This National Guard position is for a HR SPEC (CLASSIFICATION) (TITLE 5), Position Description Number NGT5017000 and is part of the TN ARMY National Guard.

Duties
As a HR SPEC (CLASSIFICATION), GS-0201-12, you will provide continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative and technical fields. Provide technical advice to facilitate full and responsible management advisory services to assigned organizations such as planning and performing studies to identify long and short-range personnel needs, advising on organization structures to meet management needs, and solving problems dealing with morale, turnover, job dilution or expansion. Conduct position management and classification studies and surveys following established procedures to schedule, report and present results and recommendations. Lead or participate in a variety of classification programs including, Environmental Differential Pay (EDP), Hazardous Duty Pay (HDP), Wage Survey, draft classification standards, competitive level descriptions, and various initiatives. As a HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Perform other duties as assigned.

Qualifications
GENERAL EXPERIENCE: Must have a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices; analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues; techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations and interpret/analyze precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered; negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations; written and oral communication techniques sufficient to: develop/deliver briefings and correspondence; foster understanding/acceptance of findings; present arguments/ advisory opinions; and to prepare legal and case documents.
SPECIALIZED EXPERIENCE: Must have 36 months experience providing the full range of management advisory services for position classification and position management; applies analytical techniques that frequently require modification to accommodate a wide range of variables; and addressing substantive technical issues characterized by sensitive matters; advises management on methods to align these HR programs with the organization's vision, values, and corporate direction; advises management in the development of HR plans and strategies for achieving the state's short and long range HR goals; provides continuing technical services in these areas involving design of organizational structures, evaluates functions and operating needs, and makes recommendations regarding appropriate title, series, and grades within proposed organizational design; experience with independent judgment is exercised in resolving the wide variety of issues encountered and in planning to gather/interpret information for assessing complex problems, assessing situations that are complicated by ambiguous, disputed, conflicting, and/or incomplete data requiring significant reconstruction to isolate issues and/or problems, and reconciling conflicting or incomplete information.
