This position is located in the Boston Regional Office of the Occupational Safety and Health Administration (OSHA), U.S. Department of Labor (DOL). All qualified applicants are encouraged to apply. Duties

The incumbent serves as the Regional Administrator of the Boston Regional Office. Duties may include are not limited to the following: Directs, controls, evaluates, and provides technical policy and administrative staff assistance to operational Area and District offices which are responsible for the inspection, enforcement, and compliance efforts through on-site investigations conducted by Compliance Safety and Health Officers (CSHO's) to assure that these are administered fairly, uniformly and accurately within the framework of established standards and policies. Participates in the development of and evaluates State comprehensive occupational safety and health plans provided for under Section 18 of the Act under which a State may assume responsibility for the development and enforcement of standards, or certain aspects thereof, which must meet Federal criteria and recommends to the Assistant Secretary the approval or rejection of such plans. Before, during and after the final approval stage the Regional Administrator is responsible for monitoring State operation, evaluating its effectiveness, approving Federal Grants to defray part of its costs and certifying, through a semi-annual evaluation, that the program meets requirements of the Act and OSHA safety and health standards, or in the instance of program or operational inadequacies, to recommend withdrawal of the plan's approval. Provides continuing awareness, education, and training programs for the Regional Ares staffs, State personnel, employers and employees, and others in the private sector to increase professional competency and promote a better understanding, acceptance, and voluntary compliance with OSHA's programs and an injection of technical professionalism into the achievement of improved occupational safety and health conditions. Develops and provides guidance for Federal Agency safety programs under Section (19) of the Act to assure that standards and other benefits are provided all Federal employees in the Region. Participates in the development of and administers special national emphasis or experimental programs where regional resources are marshaled and intensified to approach specific serious and critical industrial and occupational health and safety situations.

Qualifications

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). To qualify for this position, all applicants must write narratives detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. NARRATIVE RESPONSES TO ECQS MUST NOT EXCEED 10 SINGLE-SPACED PAGES. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. 1. Knowledge of safety and health programs gained through extensive practical experience and education that enable the incumbent to direct a comprehensive program of occupational safety and health. 2. Ability to direct, administer, and oversee aspects of safety engineering, safety management, or industrial hygiene or a combination of directly related functions in a managerial capacity. 3. Experience leading, directing, and understanding relationships which exist between OSHA, state and local governments, trade associations, unions, and private industry.
