Duties

This Occupational Safety and Health Manager position is located in Security and Administrative Services, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a regional Occupational Safety and Health (OSH) Manager and the primary occupational safety and health point of contact for a geographically dispersed workforce while assisting staff in developing, planning, and implementing occupational safety and health programs to achieve and maintain compliance within executive orders and statutes, Federal regulations, and DHS and TSA policies and procedures. Provides technical assistance and non-technical guidance to TSA staff on interpreting and applying occupational safety and health policy, and policy guidance and instruction to others, both Internally and externally. Evaluates field unit operations, facilities, and safety and occupational health program performance, and plans and coordinates regular, comprehensive inspections and assessments and investigations of TSA employee complaints of unsafe/unhealthful working conditions and catastrophes, fatalities, and serious accidents or incidents which threaten or impair the safety and occupational health of employees. Prepares formal findings and recommendations for alleviation or elimination of hazards; and negotiates settlements and/or implementation of corrective actions with TSA managers at the various organizational echelons and with external organizations, such as the Occupational Safety and Health Administration, Airport Authority, air carriers, and airport vendors, or property lessors, to include owners and managers. Serves as a Contracting Officer's Representative (COR) and/or Technical Monitor (TM) in support of OSH related contracts and/or interagency agreements (IAA), providing technical oversight to contractor personnel who have the responsibility for assisting in implementing the OSH plans for the region.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Applying safety and occupational health laws, regulations, practices, and procedures to resolve issues with occupational safety and health requirements; AND Implementing a safety and occupational health program in order ensure compliance with federal policies and safety/accident prevention plans; AND Evaluating and identifying unsafe worksite conditions in order to eliminate or resolve hazardous conditions; AND Applying contracting laws and procedures to plan and conduct occupational safety and health inspections. OR Achievement of a degree in safety or occupational health fields (safety, occupational health, industrial hygiene). OR Certification as a Graduate Safety Professional (GSP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education in fields of study such as safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with competency that can demonstrate the knowledge, skills, and abilities necessary to do the work. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
