About the Position: Serves as a program analyst in the HQ Installation Management Command, ResourceManagement Directorate, Program and Budget Division.
Duties
Arbitration for complex, often highly sensitive or controversial issues related to developing and executing the Army Future Years Defense Program on preparation and development of IMCOM input into the Army Program Objective Memorandum (POM).
Tracks IMCOM and DA resource requirements from development, through transition to IMCOMs Total Obligation Authority.
Ensures program integration and analyzes IMCOM resource issues to ensure programs are balanced to Army Senior Leader
priorities.
Responsible for formulating, managing, reviewing, interpreting, analyzing, and evaluating installation management programs and projects for which the Army Secretariat and ARSTAF have responsibility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment.

Specialized Experience: One year of specialized experience which includesperforming Program, Planning, Budget Execution System (PPBES) functions requiring detailed analysis and consideration of a wide range of program and budget factors (e.g., Congressional legislation, Office of Management and Budget (OMB) guidance, laws, regulations, policies, personnel requirements, program goals/objectives, performance and workload factors, fund availability, and short suspense's); evaluating resource levels and changes to develop and establish a benchmark for the planning and programming required for the Program Objective Memorandum (POM); preparing and developing analysis and evaluation of substantive Department of Defense (DoD)/Department of the Army (DA) operating programs to determine progress, efficiency, and resource management effectiveness of each program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
