The primary purpose of this position is: to serve a senior program analyst responsible for program/budget integration and monitoring/reconciliation of program resources across the 688 CW program portfolios. The incumbent will be responsible to track program to budget execution and perform budget analysis to determine effects on the 688 CW.

Duties
Serves as 688 CW Senior Program Analyst that ties Future Years Defense Program and current executions and provides recommendations and negotiates to alleviate shortfalls.
Provides direction and assistance in the negotiation of agreements with MAJCOM and national-level agencies, which are necessary to carry out Wing plans and programs.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Serves as the representative and spokesperson in communicating resources/program matters.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in the management and program series, such as would be gained through extended graduate study or experience in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Planning, Programming, Budgeting and Execution System (PPBES) in direct support of the Wing for developing Program Objective Memorandum (POM) inputs.
Knowledge of managing the Fiscal and Contract Execution Activities (financial plan, Requirements Approval Documents (RADs), and End-of-Year Close-Out) for all Wing personnel.
Knowledge of leadership to guide Wing, Group and subordinate unit strategic and individual flight plans, architectures, and roadmaps for presentation to the senior leadership for approval and implementation.
Knowledge of safety, security, EEO, and personnel management regulations, practices, and procedures.
Skill in gathering facts and using effective analytical and evaluative methods accurately assess information, draw conclusions, make sound decisions, devise recommended solutions, and package into briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
