The primary purpose of this position is to serve as the 16th Air Force Training Branch subject matter expert. To provide and translate authoritative guidance and provide expert technical advice to the Division and Branch Chief on all matters related to the operational, intelligence, and training resources required to accomplish USCYBERCOM, NSA, DOD, and US Air Force tasked requirements.

Duties

Provide technical, programmatic and technical advice on all cyberspace education and training requirements. Anticipates, develops, and manages current and future requirements affecting training requirements in support of Joint and USAF requirements and administrative areas while evaluating management, budget, and HHQ policies. Serves as cyberspace training lead and provides day-to-day direction to a team consisting of military, civilian, and contractor members. AFCYBER training strategy to include the best practices and methods to enhance cyberspace training.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide Mobility Agreement.
  • Incumbent may be subject to polygraph testing as an inherent primary requirement of their position.
  • A bachelor's degree with a specialization in Operations is highly desired.
  • The employee may be required to work other than normal duty hours.
  • Incumbent may be recalled to duty for crisis planning.
  • The work is primarily sedentary, although some slight physical effort may be required.

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the work category are at the "Professional" work level is "Senior" and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of cybersecurity, information warfare, national and international laws, regulations, policies, ethics and principles as they relate to cybersecurity training and standards. Knowledge of specific operational impacts of cybersecurity lapses, applicable laws, statutes, Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to work performed. Knowledge of organizational training and education policies, processes, and procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of cybersecurity, information warfare, national and international laws, regulations, policies, ethics and principles as they relate to cybersecurity training and standards. Knowledge of specific operational impacts of cybersecurity lapses, applicable laws (e.g., Electronic Communications Privacy Act, Foreign Intelligence Surveillance Act, Protect America Act, search and seizure laws, civil liberties and privacy laws), statutes (e.g., in Titles 10, 18, 32, 50 in U.S. Code), Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to work performed. Knowledge of organizational training and education policies, processes, and procedures. Review/Assess IW/cyber workforce effectiveness to adjust skill and/or qualification standards. Advocate for adequate funding for IW/cyber training resources, to include both internal and industry-provided courses, instructors, and related materials. Coordinate with internal and external subject matter experts to ensure existing qualification standards reflect organizational functional requirements and meet industry standards. Develop and implement standardized position descriptions based on established cyber work roles. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate level II certification within six months of assignment of these duties. Failure to receive the proper IA certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
