The primary purpose of this position is to serve as the Management and Program Analyst ensuring Command Security Assistance (SA) / Security Cooperation (SC) Foreign Military Sales (FMS) data and performance metrics are fully utilized to drive informed decisions and improvement opportunities. Leads projects/studies involving other staff and collaboration with other areas.

Duties

Serves as management and program analyst for FMS enterprise, conducting organizational and process related data and metrics reviews and is a recognized performance metrics expert for the Air Force FMS enterprise. Reviews, analyzes, and evaluates organization goals by interpreting data, process flow, organization concepts, and manpower relationships to identify areas of opportunity that provide organizational efficiencies. Provides complex management support services for organization(s) whose operations are interrelated. Researches, investigates, and makes recommendations to higher management and to field activities, regarding new or improved business management practices for application to international business. Analyzes automated data management systems and their methodologies to satisfy the needs of the organization's data analytics capability development initiatives.

  • Position requires DoD SCW Certification; Must meet DoD SCW Certification requirements; if not has 1-year (Basic) 2 years (Intermediate-Expert)
  • Certification must be from SCW Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Must be able to comply with Department of Defense and Defense Security Cooperation Agency requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD SCW Certification Program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: expert utilizing analytical and evaluative methods and techniques for assessing program development or execution to improve organizational effectiveness and efficiency involving Foreign Military Sales (FMS); gathering, assembling, and analyzing facts; devising solutions to technical problems; preparing, presenting, and defending complex briefings and reports; using computer systems to perform data analysis and produce detailed reports; developing and conducting training and instructions; carrying out and complete complex assignments involving work with diverse groups. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of large complex organizations and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution to improve organizational effectiveness and efficiency. 2. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to technical problems; identifying changes and trends; and preparing, presenting, and defending complex briefings and reports. 3. Skill in conducting effective interviews and workshops with employees, supervisors, and management officials at all levels to obtain, define, and challenge information about organizational missions, functions, and work procedures. 4. Skill using computer systems to perform data analysis and produce detailed reports applicable to management studies, data manipulation and extraction techniques; and knowledge to access or locate information through the use of a personal computer and software programs. 5. Ability to determine need for, develop, and conduct training and instruction. 6. Ability to carry out and complete complex assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
