This position is located in the Department of Health and Human Services, Administration for Native Americans, located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 150 applications have been received, whichever happens first.**

Duties

If selected, you will plan, analyze, and evaluate the efficiency and effectiveness of the Native American Training and Technical Assistance Program and financial assistance programs within the Administrative for Native Americans. . The duties and responsibilities of this position include: Analyzing and evaluating complex systems and management practices to identify problems and recommend improvements. Collaborating with internal/external partners to address problems affecting management practices and administrative operations. Identifying program trends and areas of weaknesses and develop reports for use by management. Conducting a variety of program studies and/or initiatives in Indigenous communities.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal Service (obtained in either the public or private sectors) performing at minimum (4) of the (5) following duties: Working knowledge of standard contract management practices (i.e., monitor project progress, identify and address potential project issues and risks, keep stakeholders informed, and manage resources) to accomplish the goals of a project. Collaborating in the development of a procurement/purchase request, including the Independent Government Cost Estimate (IGCE), Statement of Work (SOW), Performance Work Statement/Statement of Objectives (PWS/SOO). Conducting quantitative and/or qualitative analysis to identify program trends and areas of weakness. Reviewing a Native American program effectiveness to inform policy and operational decision-making. Identifying program challenges and formulating a possible course of action to improve the effectiveness, efficiency, and or productivity of work performed by contractors/staff. Preferred candidates will hold a Contracting Officer Representative (COR) Level 2 certification and demonstrate currency with continuous learning points (CLP) education requirements. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
