The primary purpose of this position is to serve as a Lead and Senior Subject Matter Expert, researching, developing, and recommending new and innovative corporate policies, practices and processes for the management of the organization and programs. Perform official lead duties over subordinate employees overseeing projects, assignments and studies.

Duties

1. Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees. 2. Consistently exercises independent judgement in directing and assigning work amongst employees by using determinative factors such as team member's expertise, experience, competence, workload availability, work priorities and team members functional development. 3. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor. 4. Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify assess, analyze and improve team effectiveness, efficiency and work products.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems, and all aspects of support. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to lead, motivate and guide the functions of the team. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
