The primary purpose of this position is to serve as an electronics technician, Electronic Warfare (EW) analyst, technical expert analyst and foreign country training expert on complex and sophisticated systems/equipment to support International Users of EW equipment.

Duties

Serves as senior technical expert analyst to senior leaders and maintenance technicians in the maintenance, operation, and training related to complex and sophisticated systems and equipment. Provides expert technical analysis to senior leaders and maintenance technicians in the maintenance, operation, and training related to complex and sophisticated systems and equipment. Provides technical assistance to assigned IPT in resolving complex system/equipment problems. Prepares informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training. Provides Total Quality Service.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment and skill in applying this knowledge to difficult and complex assignments. 2. Knowledge of and skill in Total Quality principles, practices, methods, and procedures. 3. Skill in identifying and analyzing complex technical problems and developing innovative solutions 4. Skill in providing technical analysis and advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician. 5. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. 6. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data. 7. Ability to plan, organize, and reprioritize work to meet changing deadlines. 8. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment. 9. Ability to communicate well both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
