The primary purpose of this position is to serve as the senior lead technician responsible for accomplishing work related to evaluation, testing, installation, maintenance, and repair of Test, Measurement, and Diagnostic equipment (TMDE), Automatic Test Equipment (ATE), associated interfaces, related technical data, and electronic systems.
Duties
Research, plans, and executes projects to effect solutions for design and/or operational test equipment problems encountered during production.
Provides support to production workers.
Under direction of senior engineers, performs technical research necessary to define solutions for modernization or replacement of aging or obsolete equipment.
Serves as specialist to assigned electronic test equipment.
Plans, designs, and fabricates test equipment to be used in testing of electronic systems and equipment.
Participates in discussions, meetings or serves on panels or committees.
Complies with AS9100, health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes:
Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Advance technical knowledge of electronic concepts, principles, and practices.
2. Knowledge of integrated electronic, pneumatic, optical, and mechanical systems.
3. Knowledge of operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Skill in interpreting drawings, specifications, schematics, and other technical data applicable to complex integrated electronic systems and associated software, test equipment, facilities, etc.
6. Skill in the set-up, operation, maintenance, repair, and calibration of computer controlled ATE in varied and controlled environments.
7. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions.
8. Ability to plan and organize work and coordinate with engineering, production shops, and other disciplines.
9. Ability to use computers to operate and program ATE and document administrative actions.
10. Ability to communicate both orally and in writing and maintain good working relations.
11. Must be able to obtain and maintain the appropriate security clearance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
