The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System, VA Medical Center San Diego in the Engineering Service/Maintenance and Repair, HVAC/Refrigeration Shop. The primary purpose of the Supervisor, HVAC/Refrigeration Shop is to serve the Veteran through the supervision of the maintenance and repair functions of the HVAC/Refrigeration and equipment systems throughout the VA San Diego Healthcare System.

Duties

The incumbent serves as the full-time Maintenance Supervisor over the assigned HVAC Refrigeration Shop, and reports to the Maintenance Controls Manager. The Maintenance Supervisor will supervise journeyman level personnel associated with the following trades: Maintenance leader, Maintenance Mechanic, and AC Equipment Mechanics at the GS-IO grade level. Duties and responsibilities include, but are not limited to: Incumbent will be the Engineering Service contracting officer representative (COR) on all maintenance and repair HVAC/Refrigeration and equipment systems at the VA San Diego Healthcare System. This position essentially assigns and administers the Medical Center's electrical and electronics technical staff, contractors, and vendors. Incumbent will be responsible for the buildings and associated systems, including preventative maintenance, repairs, installations, alterations, and renovations covered by the Maintenance Unit; and to ensure the quality of work that is produced by contractors and shop personnel through the use of inspections, on the spot checks, work samples and customer feedback. This requires actively and continually developing and applying up-to-date working knowledge and skills and abilities through on-the-job training, experiences, review and study of technical and engineering publications, codes and standards and other career development and continuing education opportunities. Incumbent is required to keep all work areas clean and secure, observe safe work practices and perform other related duties when assigned. This position may be required to become familiar with different area functions and assist in those functions in the absence of section personnel, to the extent of the employee's competency and ability. Plans the use of subordinate workers, equipment, facilities, materials, on a week-to-week or month-to-month basis; establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors; coordinates work with supporting or related work functions controlled by other supervisors; determines the number and types of workers needed to accomplish specific projects; redirects individual workers and resources to accomplish unanticipated work; informs sources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimate labor and other resources; and participates with supervisors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected. Investigates work related problems such as excessive costs or low productivity and determines causes; implements corrective actions within authority to resolve work problems; and recommend solutions to staffing problems, engineering requirements, and work operations directed by other supervisors. Plans and establishes overall leave schedule; determines training needs of subordinates and arranges for its accomplishment, sets performance standards, and make formal appraisals of subordinate work performance, and initiates recommendations for promotion or reassignment of subordinates. Incumbent is a first line supervisor over the HVAC/Refrigeration/Equipment Shop, supervising grades ranging from WLIO to WG-IO. Responsible for journeyman and tradesman workers of varying, unrelated trades and/or crafts. Possesses strong communication and writing skills and a broad knowledge of hospital operations. Works with higher level supervision to determine how many assignments can be done concurrently or which must be delayed and the number/type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required. Plans and schedules work, considering factors such as the types of projects involved, materials needed, weather, disruption to patient care, disruption to medical center business, coordination, manpower availability, and priorities as set by higher level of supervision. Responsible for the continuous and effective operation of the work order system, evaluates time and materials, records materials and services used and ordered, and implements and operates an effective preventive maintenance program for the assigned unit(s). Maintains the critical HVAC Refrigeration and Equipment systems of the medical center. Responsible for performance of personnel, both in quality and quantity, as well as promptness in meeting emergency situations. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Standing, walking, stooping, bending, kneeling, climbing and crawling are required. Work may be performed in cramped or awkward positions. Lifts objects weighing from 20-50 pounds, and upon occasion, in excess of 50 pounds. May work from ladders, scaffolding, and/or hydraulic platforms. Position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment necessary to accomplish assigned tasks in a safe manner. Works in an asbestos containing environment. Works both in and outdoors. Frequently exposed to drafts, changing temperatures, dust, grease, heat, fumes, and noise. Works in bad weather in mud or snow and in wet or icy areas. Incumbent will be working near high voltage electrical switch gear as part of their job duties. Subject to cuts, burns, chemical irritations, or bruises.
