This position is located in the Veterans Health Administration (VHA), at the VA San Diego Healthcare System (VASDHS) located in San Diego, CA. This position is part of the Operations & Maintenance Section of Engineering Service. The primary purpose of the Maintenance and Operations Supervisor is to supervise and direct building maintenance, repairs, and installations covered by the Plant/HVAC and Maintenance Unit.

Duties

Duties and responsibilities include, but are not limited to: Incumbent will supervise supervisors, journeyman level, and the below personnel associated with the following trades: Supervisory Utility Systems Operator, Maintenance Supervisor, Utility Systems Operator, Maintenance Mechanic Leader, AC & Refrigerator Mechanic, Electronics Mechanic, Electronics Industrial Controls Mechanic. Responsible for buildings and associated systems, including preventative maintenance, repairs, installations, alterations, and renovations covered by the Plant/HVAC/Maintenance Unit, which is comprised of the following trade shops: Steam, Medical Gas (Oxygen, Air, Vacuum) etc.), HVAC, Elevators, Power Generation, Boiler and Chiller Plants. Plans, schedules, coordinates, and directs work assignments, orders supplies and materials, and evaluates employee performance. Occasionally supervises temporary employees, upward mobility trainees, or non-employee special program individuals such as incentive therapy, work study, or summer students. Reviews design drawings and inspects work performed by contractors as to compliance with design intent, applied local and national codes and the best or most acceptable trade practices. Directs the activities of the shop within the operating budget. The incumbent directs the development of preventative maintenance schedules, work orders, alterations, and modifications for utility systems. Responsible for the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electric generating systems, installation of small equipment, and repairs and maintenance of other items. Conducts inspections to assure quality control of work performed by maintenance staff. Conducts life safety inspections and assigns work from such inspections to the appropriate unit. Creates follow-up measures on critical or urgent items identified during inspections. Analyzes the physical plant utilities and subsystems for proper maintenance and visually assesses conditions of maintenance/repair activities. Prioritizes, integrates, and coordinates various work activities, as well as contracted work, for optimum effectiveness and efficiency of utilizing man-hours, equipment, and funding resources to meet user, program, and mission needs. Continually monitors progress and trends on inhouse projects, work orders, and preventive maintenance. Recommends adjustments and rescheduling, as necessary, to respond to changing conditions and emergency or urgent needs and delays. Participates in or organizes and conducts meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance, and repair personnel, building tenants, equipment operators, contractors, and others. Estimates materials for repair, minor improvement, maintenance, and station labor projects in order to provide management with cost figures and estimates of labor for special projects, preventive maintenance, equipment repair, and improvement projects by determining the scope of work, work requests, and worksite conditions. Responsible for ensuring that preventive maintenance is performed on utility systems and building service equipment according to established policies and procedures. Ensures that proper records for preventive maintenance are maintained. Works with Supervisors on preventive maintenance work order backlogs. Assists with managing and planning a dynamic multi-million-dollar equipment inventory, maintenance, and repair program from a multitude of different types of systems and subsystems. identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance, modernization, or replacement planning. Actively and continually developing and applying up-to-date working knowledge and skills and abilities through on the-job training, experiences, review and study of technical and engineering publications, codes and standards and other career development and continuing education opportunities. Serves as a Contracting Officer Representative (COR) and prepares documents and specifications required for contracted services and projects related to the assigned shops. Review or initiates all requests for purchase of materials, supplies, equipment, and services for the assigned shops. Prepare cost estimates for repairs, maintenance and station level projects pertaining to the unit. Procures materials and services in the performance of regular duties. Manages, tracks, and reconciles all transactions in a timely manner. Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Preferred Experience: Hospital and Boiler oversight experience. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements/Working Conditions: He/she must be physically able in body to direct the accomplishment of the above work. The incumbent may be required to stand, bend, stoop, kneel, climb, crawl, and work in awkward positions for prolonged periods. The incumbent handles and carries equipment, materials and tools weighing up to forty (40) pounds. Occasionally lifts and carries objects over ninety (90) pounds, with the assistance of others or lifting devices. The work can sometimes require strenuous physical exertion, climbing ladders and scaffolds, and in general have use of his/her limbs. He/she must visit all those areas where subordinates will be working for the purpose of instruction and/or inspection. Incumbent works indoors and outdoors. Work involves frequent walking, standing and occasional desk work. The position requires stooping, bending, or working in cramped conditions under extreme temperatures (hot and cold), and in inclement weather and/or awkward positions. Incumbent must be able to work in an asbestos containing, noisy, dirty, dusty, greasy, and sometimes humid environment. The incumbent is subject to hazardous conditions which may include the risks such as: scrapes, cuts, bruises, burns, contusions, infections, broken bones, and respiratory ailments.
