Duties
If selected at the GS-12 level, duties will be performed in a developmental capacity
Performs a variety of complex assignments involving HR metrics and HR data analysis.
Uses analytical techniques to research various HR metrics issues and recommends solutions.
Analyzes and evaluates operational metrics, trends in relation to program initiatives and targets.
Provides expert advice in the solution of complex issues or problems.
Coordinates and integrates HR metrics and data analysis with management, Production managers, and other personnel to provide program guidance and status.
Originates new HR metrics and analysis for various HR programs requiring a substantial depth of research and analysis which serve as precedents to others.
Evaluates the content of new or modified OPM/DoD or agency guidance material, determines the impact upon DHRS programs and resources, and recommends changes, as necessary.
Initiates complex studies and Identifies strategic and workforce issues such as Time-to-Fill metrics, Time-to-Discipline metrics.

Qualifications
To qualify for a Human Resources Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- GS-12: - Experience in advance office automation systems, such as Microsoft Access, Excel, and Power Point. - Providing advice and guidance on technical and functional matters related automated Human Resources systems. - Applying a wide variety of HR concepts, laws, regulations, principles, and practices. - Consulting skills to provide agency-wide management advisory services on workforce metrics and demographics, planning principles, concepts, and practices.
-GS-13: - Providing expert advice in the resolution of complex problems on various HR strategic goals, policies, and procedures. - Analyzing and evaluating methods in order to develop HR metrics and targets and develop innovative approaches for delivery. - Providing advice on HR Systems, such as the Defense Civilian Personnel Data System (DCPDS), the Defense Civilian Pay System (DCPS), the Time to Fill Log (TTFL), USA Staffing (USAS), ART-Remedy, HR Workload Tracker (ECRT) and the Defense Case Management and Tracking System (CMTS), and their corresponding tables and data fields. - Identifying areas where office automation can effectively eliminate labor intensive HR manual processes or enhance current automation

You will receive credit for all qualifying experience, including volunteer experience.
