Duties
Serves as the Operational Program Manager, Classification Program Team Lead and expert for the classification program at DLA Human Resources Services at the two DLA customer service sites.
Provides expert program oversight and advice regarding position classification and position management to the office and services activities at both CONUS and OCONUS locations.
Ensures the agency’s classification program meets program goals and objectives and is compliant with all laws, OPM directives, and department requirements.
Develops and recommends operating program initiatives based on policy determination, position management initiatives, reorganization changes, pay initiatives, and administration for implementation across servicing teams.
Works with senior classifiers in the performance of classification and position structure reviews of the most complex and controversial positions and organizations and provides expert advice to managers and supervisors.
Explains and justifies recommendations and reaches consensus and compromise with top management officials.
Interprets and clarifies policies, standards, and procedures to all levels of management and employees.
Oversees the review of proposed reorganization requests and develops concerns and recommendations based on findings provided by the HR teams; develops workable solutions to complex position and organizational issues.
Coordinates the development of appropriate training for HR Specialists who require classification skills as part of their job requirements.

Qualifications
To qualify for a Lead Human Resources Specialist (Classification) your resume and supporting documentation must support:Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing, overseeing, advising, and auditing a federal civilian classification program and processes.
Planning, organizing, and conducting classification projects, including research and resolution of complex federal civilian human resources problems.
Making complex classification determinations for federal civilian positions and communicating findings to management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
