Duties
This position is a mission critical occupation and is responsible and involved in the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As an IT Specialist, Network Engineer you will be responsible for a variety of complex assignments and projects related to information security and network engineering functions.
Your major duties and responsibilities include:
Serving as a technical expert in reviewing and implementing the ongoing system operations of HRSA's network infrastructure.
Configuring, maintaining, and troubleshooting network systems including network infrastructure, cloud services, server hardware, communications systems and application software in support of a demand driven 24 x 7 work environment.
Architecting and implementing network solutions systems design using zero trust security principles and policies.
Serving as senior subject matter expert (SME) in reviewing security vulnerabilities for networked systems and performs analysis to find applicability and develops plans for remediation.

Requirements

- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

- A one year probationary period may be required.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. In addition to meeting the four IT related competencies listed above, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
1. Designing, implementing, and troubleshooting of LAN/WAN network connectivity with redundancy, security standards and dynamic routingprotocols.
AND
2. Implementing and maintaining Virtual Private Networks (VPNs) and securing hosted systems with layered firewall policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
NETWORK MANAGEMENT - Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.
INFORMATION SYSTEMS SECURITY - Ensures the confidentiality, integrity, availability, reliability, and non-repudiation of the organization's information contained in and transmitted from systems and networks by implementing security laws, regulations, policies, standards, and control techniques.
IT VULNERABILITIES REMEDIATION - Knowledge of the IT principles, methods, and tools for assessing vulnerabilities, and developing or recommending appropriate mitigation countermeasures.
