This position is located in the Office of the Chief Information Officer (OCIO), IT Services Development & Operations Division (SDOD), Application Development Services Branch (ADSB).  The supervisor is Gwendolyn Hayden This position is Non Bargaining Unit This position IS subject to Confidential Financial Disclosure reporting requirements. Duties

As a Branch Chief, you will be responsible for leading enterprise/business platform and application development, along with the related consultation; systems planning; data engineering; project management; and operations and maintenance services, to promote and ensure the effective use of Information Technology (IT) to support agency needs. You will promote the availability of the aforementioned services; continuously improve these services; and work with peers in operations and security to ensure consistent integration of these services into the agency's IT environment.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) level in the Federal service or equivalent experience in the private or public sector.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.  Specialized experience is defined as experience that demonstrates knowledge of state-of-the-art information technology concepts, methods, and techniques; application development technology, methods, and techniques; system life cycle management methodologies, and structured analysis and design philosophies; and systems integration techniques. Individuals must have IT-related experience demonstrating each of the four competencies listed below.  Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The ideal candidate will be able to demonstrate the following: Possess a high degree of expertise, including hands-on experience managing and performing research, design, and development activities to evaluate or implement advanced IT solutions using new and emerging methodologies and technologies (e.g., Agile; ALM; DevSecOps; low code/no code and custom application development; application testing, promotion, and deployment; workflow management; data warehouse, and enterprise/cloud databases; office productivity tools; cloud Saas, PaaS, and laaS; mobile applications; etc.) (Example:  Describe job related experiences and training which demonstrates that your leadership and project management experience especially if serving as a single point of contact for offices and programs for IT development and consultation and providing business consultation for office and program business process review and improvement.  Describe ability to accomplish project objectives as planned and within established funding levels for developing and maintaining applications systems within a structure System Development Life Cycle Management Methodology (SDLCMM).  Ability to effectively lead a work group while in a project management role. (EXAMPLE: Describe specific experience, training, and accomplishments which demonstrate your ability to provide leadership and supervision as evidenced by success in areas such as: resolving difficult and complex problems; formulating program goals and objectives; planning long-term and short-term program activities; establishing and controlling procedures and schedules of work products or programs; establishing methods for evaluating effectiveness of work processes and procedures; and providing oversight, guidance and direction to personnel of technically diverse backgrounds to foster a motivated team atmosphere.) Knowledge of Federal and/or private sector project management and contracting practices. (Example: Describe specific experience and training which demonstrates your knowledge of project management and contracting techniques and your ability to accomplish project objectives and procurements as planned and within established funding levels. Describe positions you have held while gaining project management and contracting experience.   Describe specific projects or programs where you have served as a project lead, senior technical member, or as the Contracting Officers Technical Representative. Provide examples of your experience that demonstrates your ability to manage full life cycle projects from developing project specifications/objectives to implementation, operation and ongoing support. Skill in effectively communicating and presenting information, ideas and advice in a clear, concise and logical manner. (Example: Describe specific experience, training, and accomplishments which demonstrate your ability to: (1) use informal and formal networks to build support for programs; (2) to lead complex discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; (3) to establish effective working relationships with subordinates, supervisors, peers, and government and industry officials; and (4) to develop and implement successful approaches to problem solving and conflict resolution.  Describe your most difficult or challenging writing assignments.) Ability to direct, lead, and manage a technically diverse staff in critical programs with competing deadlines and conflicting resource demands. (Example: Describe specific experience, training and accomplishments which demonstrate your ability or potential to manage and provide leadership for a staff as demonstrated by success in activities such as: formulating goals and objectives to successfully accomplish a complicated project; establishing processes and evaluating their effectiveness; effectively utilizing resources (people and dollars); effectively utilizing infrastructure such as IT resources; effectively performing contract budgeting and management; managing multiple projects and programs with competing deadlines and resource conflicts in the context of achieving organizational goals; planning long-term and short-term program activities including management of priority assignments; establishing and controlling procedures and schedules of work products or programs to achieve timely, high-quality products; coordinating and/or managing technical personnel that demonstrates effective utilization of human resources; and reviewing and evaluating findings and conclusions.)
