This position is located in the Office of Nuclear Material Safety & Safeguards (NMSS), Division of Resource Management & Administration (DRMA). The supervisor is Monique Williams. This  position is Bargaining Unit with the National Treasury Employees Union, Chapter 208 This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS subject to security ownership restriction reporting requirements.

The successful candidate will perform the full range of Sr. IT Specialist (Group Leader) duties. Such duties include but are not limited to:

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following: Extensive knowledge and experience related to information technologies (IT), principles, standards, practices, and all phases of implementing IT solutions, including those entailing software development. Knowledge of all aspects and phases of software development, including planning, requirements gathering, design, development, testing, quality assurance/control (QA/QC), independent verification and validation (IV&V), approvals through governance processes, training, deployment, and ongoing support and iterative improvement.  Knowledge and experience in application of methodologies, frameworks, and tools such as those related to Agile software development or process integrations such as DevOps.  (EXAMPLE: Describe specific experience for each IT-related role in which the candidate worked and training or coursework completed with regard to IT-related roles.  Specifically, describe experience related to software development and IT solution delivery.  Describe training, coursework and experience related to methodologies and frameworks related to software development and solution delivery. Demonstrated expert level knowledge and recent experience with all aspects of managing IT services contracts in the federal government context. Knowledge of all phases of the acquisition life cycle, including development of solicitation packages, evaluating proposals, managing complex IT-related contracts with broad scope of services (requirements gathering, software development, software testing, tier 1 help desk, regulatory compliance form and data processing, database support services (e.g., scripted background database changes and custom reports), and application hosting platform support. Knowledge and experience in management of multiple projects related to software development, including all activities required for compliance with prevailing federal IT requirements including Section 508 of the Rehabilitation Act of 1973. (EXAMPLE: Describe your contract management work experience, training, or other activities that reflect your knowledge, understanding, and ability to apply the Federal Acquisition Regulations (FAR) to contracts related to IT services such as software development, software maintenance, user support, software testing, software quality assurance/control (QA/QC), Independent Verification and Validation (IV&V), and hosting management.  Describe your specific role regarding each contract, including details of what acquisition phases your work entailed.) Describe experience related to compliance with federal requirements for software development contracts, including Section 508 of the Rehabilitation Act of 1973 and financial oversight of major IT investments by the Office of Management and Budget.)   Extensive formal education in information technology, project management, and financial management applied in a contract management context. Specific credentials should include degrees in information systems management or computer science.  Applicant should also have experience in contract financial management, ideally specific to IT contracts in the federal government context.  Applicant should also have an active project management certification such as the Project Management Professional (PMP) or Federal Acquisition Certification (FAC) Program and Project Managers certification (FAC-P/PM).  Finally, applicant should have an active FAC Contracting Officer’s Representative (FAC-COR) certification at or above Level II.  (EXAMPLE: Describe all related coursework and degrees earned, including technical training outside of the university context.  Provide dates earned for degrees and other related certifications as well as completion dates and training provider for any technical training.) Experience as liaison between IT staff and users of IT systems. Extensive experience in dealing with a broad range of IT stakeholders and effectively communicating complex IT concepts and topics in the most appropriate and effective manner for the target audience. Experience as a team or group leader, coaching, delegating, and coordinating efforts of IT professionals with varied focus areas.)   (EXAMPLE: Describe work experience, training, and developmental assignments that clearly demonstrate your ability to develop and deliver technical written project justifications, impact statements, topical briefings and verbal presentations with target audiences ranging from non-IT executives to expert IT staff.  Describe work experience, training, and knowledge related to gathering input from broad perspectives and effectively brokering agreement with multiple colleagues or IT-related stakeholders such that mission support efficiency and effectiveness is optimized. Describe the nature of experience as an IT-related team or group leader. Describe experience related to liaison between IT professionals and business area users of IT systems.) Specialized experience is defined as: Experience in formulating short-and long-range strategies pertaining to IT systems security plans; (2) providing support to IT system owners throughout the life-cycle of their systems to ensure that federal and agency security requirements are met; and (3) oversight and management of planning, preparing and executing tests of systems to evaluate results against specifications and requirements as well as analyze/report test results. Providing strategic planning and budget formulation associated with information technology and management (IT/IM) issues.
