The Chief Logistics Manager coordinates support, answers questions and resolves logistical problems, working through subordinate staff to ensure that equipment, supply, and service requirements of those administrations are addressed. They plan and manage all levels of supply chain activities involved in sourcing, procurement and logistics management. They coordinate with a variety of stakeholders, including clinicians, peers, suppliers, intermediaries, and third-party service providers.

Duties

The major duties of this position include but are not limited to: Oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. Establishes, monitors and manages the performance and measurement of logistics functions throughout ILEAD for all aspects of the supply chain including requirements determination, acquisition planning/ coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews based on self developed and nationally developed standards, of all facility activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Serves as the senior ILEAD logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to ILEAD, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as the senior logistics official to coordinate support, answer questions through subordinate staff to ensure that equipment, supply, and service requirements of those administrations are addressed. Maintaining extensive knowledge of supply chain systems and requirements necessary to provide direct support to a program office, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Overseeing, guiding, managing and integrating supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. Establishing, monitoring and managing the performance and measurement of logistics functions for all aspects of the supply chain including requirements determination, acquisition/ planning/ coordination/ oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Technical Knowledge- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is active, requiring some walking, bending, lifting and moving of equipment and supplies. Extended periods of communication by telephone are required for scheduled conference calls to gathering data for the development of statement of work, and obtaining information for resolutions.
