The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.

Duties

Serves as the senior logistics management officer for a VA HCS (with multiple sites of care) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Serves as the senior VA HCS logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. When these audits reveal performance improvement opportunities or deficiencies, develops and executes remediation actions through to completion. Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal. Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements. Establishes performance standards, ensures equity in performance standards developed by subordinates, and evaluates subordinates' performance. Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis. Develops and implements procedures and methods for accomplishment of assigned functions in accordance with directives and regulations. Determines methodologies and approaches for staff use in successfully completing assigned functions. Performs other related duties as required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans and manages all levels of supply chain activities involved in sourcing, procurement, and logistics management; Coordinates and collaborates with a variety of stakeholders; including clinicians, suppliers, intermediaries, third-party service providers and customers; Identifies specific requirements for money, manpower, material, facilities and services needed to support the program and correlating those requirements and with program plans; Manages multi-million dollar budgets for staff training, expendable supplies, equipment, staff salaries, special projects durable medical supplies and equipment, eyeglasses and prosthetics supplies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
