The Logistics Management Specialist is the Assistant Chief Supply Chain Officer (CSCO) and senior supply chain management (SCM) officer for the Birmingham VA Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain.
Duties
Major duties and responsibilities include:
Integration:
Serves as a senior logistics management officer, integrating acquisitions and procurement and logistics for the supply chain, EX/NX and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction.
Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system.
Oversees, guides, manages, and integrates supply chain operations across the facility.
Operations:
Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system.
Analyzes and coordinates information and requirements with the facility, VISN and VACO in the area of acquisitions and procurement, supply, equipment and medical readiness.
Analyzes supply status and directs the priority of maintenance effort for organizational equipment.
Materiel Management and Control:
Assists the Chief Supply Chain Officer (CSCO) in managing the performance and measurement of logistics support functions in the Medical Center including all aspects of EX and NX inventory management activities, acquisition program support, warehouse, and in some cases transportation, and mailroom/reproduction support.
Reviews requisitions to ensure proper utilization of government property and screening for the appropriate use of mandatory sources of supply, appropriate vendors, use of item master file, appropriate classification, determination of appropriate funding codes, inventory of controlled substances, inventory validations (i.e., narcotics, ammunition, etc.), providing for required separation of duties within the supply chain, and relatedproperty management responsibilities.
Accounts for and oversees the acquisition, management and distribution of clinical supplies, facility maintenance supplies and services, subsistence, medical gases, and provision of durable medical equipment and services for both inpatient and home care.
Lifecycle Management:
Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement,maintenance/upgrade, management/utilization and disposal).
Works closely and collaboratively with the Biomedical and Engineering staff as part of the overall management of the property/equipment program.
Acquisition Program Management:
Plays a leadership role in coordinating with the Network Contract Manager (NCM) and associated SAO to ensure integrated and seamless logistics and acquisition support to customers.
Facilitates the development of long range plans and consolidated VISN and facility requirements into acquisition strategies for services, supplies and equipment.
Establishes/evaluates lower and higher level plans for the provision of logistical support such as prime vendor participation, emergency acquisition strategies, and strategic sourcing. Helps to oversee pre-award and post-award contract administration.
Financial Management:
Assists in the management of multi-million dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, durable medical supplies and equipment, eyeglasses, and prosthetics supplies.
Supports fiscal operations in meeting their performance goals where applicable (e.g., managing accounts payable and undelivered orders).
Emergency Management:
In accordance with the Department of Homeland Security's National Incident Management System (NIMS) Incident Command System (ICS); the Assistant CSCO becomes the Logistics Section Chief in the absence of the CSCO when the Facility Emergency Operations Center (EOC) is activated and the Incident Commander requires the position to be filled.
Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate
and long-range basis.
Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank (i.e. Director and/or Associate Director, VISN CSCO, etc.).
Performs other related duties as assigned.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully that is equivalent to at least the GS-12 level in the Federal service. Specialized experience is defined as expert in supply operations or of general supply program management, using a comprehensive knowledge of supply policy requirements to function as a technical authority; thorough knowledge of clinical and administrative supplies utilized in a typical medical center; broad knowledge of project and program planning, execution and management; ability to plan strategically and execute operationally, integrating logistics operations with acquisition, fiscal/budget, clinical and administrative activities; in-depth knowledge of continuous quality improvement concepts and practices, including theory of constraints, lean management and six sigma, or similar; knowledge of project management to include: cost estimating, planning, projecting, budgeting, project integration, interoperability, and sustainability; knowledge of quality assurance, system standards, software and hardware integration and related testing; skill in written communication to develop written products such as reports, memoranda, briefings, and presentations; and skill in oral communication to conduct meetings, briefings, and meet and deal with others who may have different points of view and conflicting goals, objectives and priorities.

Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas,
loading docks and other facilities.
Working Conditions: Work is normally performed in an office setting that is adequately lighted,
heated, and ventilated, and requires safe office practices.
