Duties
Serves as an expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods to develop and maintain DLA Financial Officers' Certification of Auditability (FOCA).
Develops and applies the correct tools to analyze and assess a data set requiring strong critical thinking capabilities.
Uses pivot tables, limited regression analysis, plotting and graphing, and the aptitude to import data from BSM-E and place into Excel to analyze data.
Periodically tests and evaluates DLA Energy's Supply Chain Management Control Programs utilizing Office of Management and Budget Circular A-123 (OMB A123), Federal Information Systems Controls Audit Manual (FISCAM) and DLA guidance.
Interpret and analyze Federal Acquisition Regulation, Defense Federal Acquisition Regulation, DESC Senior Procurement Office, OMB A123, FISCAM, and DLA acquisition/energy management guidance, and audit reports.
Researches and recommends necessary revisions/modifications to the DLA Energy acquisition/business processes, system of record changes and ensures DLA Energy's Management Control Programs aligns with the requirements that are set forth in OMB A123.
Meets with external auditors, responds to queries and serves as the cross functional team lead for coordination efforts with regard to DLA Financial Officer's Certification of auditability, and DLA Energy Management Control Programs.
Develop and deliver DLA Energy position papers, fact sheets, executive summaries, command letters, decision briefs, and after actions reports regarding the establishment/maintenance of DLA FOCA to identify issues and proposed staffed solutions.
Identifies and responds to identified problem areas, researches applicable U.S. Statutes, DOD supply chain management, acquisition, and financial guidance, and conducts studies to develop proposed solutions to correct the identified problems.

Qualifications
To qualify for a Logistics Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Implementing energy logistics doctrine, policies, practices, and procedures of DLA Energy and Military Services wholesale and retail energy supply chain management.
Supporting procurement regulations and guidance such as the FAR, DFAR and CSPO DLA Energy specific procurement programs.
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel.
Manipulating Microsoft Excel and the use of pivot tables, limited regression analysis, plotting and graphing, and importing data from BSM-E into Excel for data manipulation.
