This position is part of the Director for Test Organization. The incumbent will be responsible for providing input to acquisition decisions based on assessment of the adequacy of test and evaluation programs and assessment of the results of tests and evaluation.
Duties
As an INVESTIGATIVE ANALYST at the NH-1801-4 level, some of your typical work assignments may include:
Perform as the Counter-Insider Threat (C-InT) Program Manager (PM) when the PM and Deputy PM are not available.
Assist in development of agency-wide policies, procedures, and strategies to direct, manage, and lead world-wide efforts to protect MDA's workforce, facilities, and weapons systems from extremism,workplace violence, criminal activity, and data losses.
Provide technical advice, guidance, and recommendations to the MDA C-InT PM and Director of Technical Intelligence.
Assist in developing new approaches in response to identified weaknesses and vulnerabilities of ongoing C-InT operations.
Guide C-InT program activities including, case management, education and awareness, trend analysis, and threat reporting.
Provide quality assurance of case development and record retention; Assist in managing collection and analysis of threat-related information from wide-ranging sources including national, regional, and local sources, as well as from the military departments and MDA.
Contribute to the development of a successful insider threat awareness program capable of informing MDA personnel and the Defense Industry base of potential threat and associated reporting requirements' evolve the C-InT program's threat trend analysis capability to maintain cognizance of threats occurring both within MDA and across the U.S. Government.
Provide oversight and quality control of accurate reporting of threats to the Defense Insider Threat Management and Analysis Center and the National Insider Threat Task Force in compliance with federal law, executive orders and DoD Policy.
Maintain liaison with the Undersecretary of Defense for Intelligence and Security, Combatant Commands, the Office of the Director of National Intelligence, and the Attorney General's Office and participate in conferences, meetings, and presentations regarding emerging threats and the C-InT community's response to them, as well as development of national and DoD policy regarding C-InT program development.
Assist in developing new approaches in response to identified weaknesses and vulnerabilities of ongoing operations and execute integrated risk management and detection techniques as part of the U.S. Government's efforts to detect, identify, assess, and counter or neutralized insider threats directed against MDA personnel, information, material, facilities and activities, or against U.S. national security.
Lead studies, projects, or other management forums that analyze and review internal oversight processes, procedures compliance, and requirements issues.
Maintain awareness of threat trends and insider threat tactics, techniques, and procedures, and provide input to the development and issuing of federal and DoD-level C-InT policy guidance, represent MDA at all federal and DoD level meetings, conferences, symposia, and working groups.

Qualifications
You may qualify at the NH-04 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-04 grade level in the Federal service:
Experience with federal law, executive orders, national policy, and DoD standards regarding establishing, maintaining, and operating a DoD Agency-level Counter-Insider Threat (C-InT) Program.
Experience in investigative and analytical techniques and ability to apply the knowledge to difficult and complex work assignments
Experience in foreign intelligence trade craft and the tactics, techniques, and procedures used to embed and employ physical, cyber, and electronic collection threats and corresponding ability to apply such knowledge to detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize intelligence collection efforts.
Experience with the role of C-InT Programs in the U.S. government's counterintelligence, counter-extremism, and counter-terrorism missions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
