About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Duties

Serve as Deputy Division Chief responsible for day-to-day operations of a division executing technical functions in support of the Army and Chemical and Biological Defense Program. Oversee design, advanced development, test, acquisition and sustainment of hardware and software systems. Provide technical advice for operations and activities regarding program planning, development, execution and evaluation. Analyze policies, plans, objectives and goals for accomplishing assigned functions. Assist in resolving technical and program problems and support the Division Chief in making final decisions on controversial plans and approaches. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Three-year trial/probationary period may be required, unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • Position requires certification in the Biological Personnel Reliability Program (BPRP) and/or the Chemical Personnel Reliability Program (CPRP), IAW AR 50-1 and/or AR 50-6.
  • Enrollment in the BPRP and/or CPRP is a condition of employment, which requires random drug testing and medical evaluation IAW AR 50-1 and/or AR 50-6.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires Temporary Duty (TDY) or business travel approximately 25% of the time away from your permanent duty station.
  • May be required to complete a one-year supervisory probationary period.

SPECIALIZED EXPERIENCE: is defined as one year of experience equivalent to the DB-03 pay band (GS-13 grade level or higher equivalency) in the Federal Service which includes the following experience: (1) Planning the work and strategic direction of a diverse group of professional scientists, engineers and technical personnel engaged in conducting research investigations/studies in support of the Chemical Biological Defense (CBD) Program; (2) Communicating/coordinating multidisciplinary and highly complex research and development efforts in support of chemical biological defense research; and (3) Analyzing engineering/scientific data for use in program/project improvement; and 4) resolving complex technical and programmatic issues impacting chemical biological defense programs. Basic Requirement for Engineering: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.*Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Microbiologist (0403): A. Degree: Bachelor's degree (or higher degree) in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR B. Combination of Education and Experience: Courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. Education

Basic Requirement for Physical Science (1301 series):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirement for Chemist (1320):
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education

Basic Requirement for Operations Research (1515 series):
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Basic Requirement for Computer Scientist (1550):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Transcripts are required to meet the Basic Education for the applicable series.
