About the Position: The U.S. Army Corps of Engineers, Rock Island District will fill a Supervisory Biologist, GS-0401-13 position with this job announcement. This position is within the Easter Branch, Regulatory Division and is located in Rock Island, IL.

Duties

As a Supervisory Biologist, you will be responsible for the following: Assign work, request recruitment and/or in-service placement assistance, interview and recommends selections for hiring and promotions. Perform technical oversight in performance of their duties and in preparing career plans, determine and provide necessary on or off the job training, develop performance requirements/expectations and evaluate/rate employees, etc. Facilitate the management of permit workload including pre-application consultation, evaluation of applications, and monitoring of permit compliance. Conduct and/or manage the evaluation of complex, controversial, and environmentally sensitive applications and permits for activities or work in waters of the United States. Facilitate the management of enforcement workload by personally conducting or managing the investigation of unauthorized work and developing and determining the resolution of enforcement actions. Provide advice on the regulatory program through the development, administration, and implementation of programmatic initiatives and requirements. Recommend issuance of local permit and/or enforcement operating procedures, new general permits (GPs) or revisions to existing GPs, joint application procedures, public information programs, training programs and litigation reports and requirements. Train, Mentor, and Develop staff of various experience levels in regards to the Clean Water Act and Regulatory Laws and Policies.

  • Must possess a valid State motor operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the Basic Requirement for one of the series above, you must also meet the specialized experience below: Specialized Experience: One year of specialized experience which includes processing complex and/or controversial Section 404 and Section 10 permit reviews, to include review of environmental documents and/or wetland delineation in accordance with established regulations; completing complex approved Jurisdictional Determinations, regulatory permit enforcement, compliance actions or investigations; consulting with diverse teams internal/external in support of the regulatory mission; experience with State wetland and water regulations; planning work to be accomplished by subordinates; setting priorities and/or preparing schedules for completion of work; assigning work based on priorities and/or capabilities of employees; reviewing work for accuracy, policy, regulatory compliance and application. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: LeadershipOrganizational AwarenessProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
